Federal Minister of Labor and Social Policy Adnan Delić met with the Ambassador of Switzerland to BiH Gabriel Derighetti, with whom he discussed current reforms in the social sector and upcoming activities within the framework of the implementation of Council of Europe Resolution 2533.

During the meeting, Delić informed Ambassador Gabriel about the process of adopting the Law on Social Services of the Federation of BiH, which for the first time introduces the right to post-institutional support for children and youth leaving the care system, as well as the current status of amendments to the Law on Foster Care.

The planned conference on the implementation of Resolution 2533, which will be held in Sarajevo in October this year in partnership with the Guido Fluri Foundation, was also highlighted.

The importance of Switzerland’s engagement in Bosnia and Herzegovina through projects implemented by UN agencies was also emphasized, especially in the areas of strengthening local resilience to disaster risks, improving social protection and inclusion of vulnerable groups.

As an example, the Joint UN Programme for Disaster Risk Reduction (DRR), worth 8.4 million BAM, was singled out.

As part of the talks, an official visit to Switzerland from 13 to 16 August 2025 was announced, during which Minister Delić, together with representatives of SOS Children’s Villages BiH, the Ambassador of BiH in Bern and representatives of the Guido Fluri Foundation, will hold meetings, including with the Minister of Justice of Switzerland.

The main topic of the visit will be the implementation of Resolution 2533, which was adopted by the Council of Europe in 2024 at the initiative of Switzerland, and which relates to the establishment of support mechanisms for persons who were institutionalized in childhood and experienced negative experiences.
Delić emphasized that the adoption of the Law on Social Services will create a solid legal framework for the implementation of this Resolution, including the adoption of a by-law on the safety of social service providers, which will be binding for state institutions, foster parents, non-governmental and religious organizations.

Ambassador Gabriel expressed full support for the Ministry’s upcoming activities, and emphasized Switzerland’s readiness to continue contributing to the development of the social protection system in Bosnia and Herzegovina.
