Along with the representatives of the organizations and institutions from the entire Federation of Bosnia and Herzegovina, the Federal Minister of Labor and Social Policy, Adnan Delić, has today signed agreements on allocating funds from the Program “Current transfers to Non-Profit Organizations – the Support for Community-Based Care and Protection Models,” with a total value of 2 million BAM. The funds were allocated for 44 programs providing daycare and half-day care services, help and care at home, and supported community living, with contracts concluded with beneficiaries who have met the public call conditions.
This is the second year in a row that the Federal Ministry of Labor and Social Policy has included a special support program for the development of community-based services in its budget, reaffirming its commitment to developing the social protection system within the community where people live, rather than solely through institutional care models. The program is dedicated to organizations and institutions that provide daily support to children, people with disabilities, the elderly, and other beneficiaries who need these services to improve the quality of life and dignity within their own communities.
Among this year’s beneficiaries are organizations and institutions from Sarajevo, Tuzla, Mostar, Zenica, Bihać, Goražde, Ljubuški, Zavidovići, Bugojno, Živinice, Prozor-Rama, Novi Travnik, Čitluk, Fojnica, Hadžići, Tešanj, Lukavac, Stolac, Vogošća, Velika Kladuša, and other cities and municipalities across the Federation of Bosnia and Herzegovina.
Before forming this year’s program, the Federal Ministry of Labor and Social Policy conducted supervision of the implementation of all projects financed through last year’s program. Based on the results of the implemented controls, the experience of beneficiary organizations, and information gathered directly from the field, the criteria and implementation procedures for this year’s program have been further improved to direct available funds even more efficiently and meet the actual needs of the beneficiaries.
According to the decision on allocating funds, a total of 961,124.42 BAM was allocated to organizations providing daycare and half-day care services, 572,805.36 BAM to programs providing help and care at home, and 466,070.22 BAM to organizations that develop living-in community services with support.
The representatives of the organizations that have signed agreements today emphasized that this program represents one of the most significant financial supports for their work, as it enables the continuity of providing services, more secure planning of activities, retaining professional staff, and further development of programs dedicated to the most vulnerable categories of the population.
The Federal Minister of Labor and Social Policy, Adnan Delić, emphasized that the development of community-based services represents one of the key pillars of the social protection system reform in the Federation of Bosnia and Herzegovina.
“Our goal is not for people to be forced to leave their families and communities to access the support they need. Therefore, we are allocating funds, for the second year in a row, to develop services that bring support closer to individuals, their homes, and the local community. Organizations that are signing the agreements today have been doing invaluable work for years, and the state must be their reliable partner because, without them, it is impossible to build a modern, accessible, and humane social protection system. It is especially important for me to see that this program is not only growing stronger year to year, but that we are jointly enhancing it based on the experiences of people who are providing these supports and those who need it the most,” Minister Delić said.
