The Government of the Federation of Bosnia and Herzegovina made three decisions on Thursday in Mostar on determining the method of distribution and procedure for allocating funds determined by the FBiH Budget for 2022 to the Federal Ministry of Finance for financial assistance to cantons, cities and municipalities in FBiH, totaling 239 million marks.
The first decision determines the criteria for the allocation of budget funds for 2022 in the position “Current transfers to other levels of government and funds – CANTONS” in the amount of 200,000,000 BAM, on behalf of financial assistance to cantonal budgets for structural reforms, financing and co-financing infrastructure projects of importance for the Federation of BiH, in the ratio of 50 percent to 50.
The criteria for allocating these funds to the cantons are the population according to the 2013 census, households and dwellings in Bosnia and Herzegovina, with a weighting of two for Posavina and Bosnia-Podrinje cantons, according to a statement from the FBiH Government’s Public Relations Office.
The Government will, by a special decision, determine the amounts of funds to be remitted to individual cantons, the dynamics of remittances, and the manner of reporting on the funds spent.
The other two decisions, totaling 39 milliom BAM, apply to municipalities and cities.
One of them is the amount of 29 million BAM intended for municipalities and cities from the position of capital transfers.
These funds will be allocated to municipalities and cities to finance and co-finance projects, requests or initiatives that will be implemented in local self-government units.
These are projects, requirements and initiatives related to road infrastructure (roads, bridges, retaining and protective walls, roundabouts, parking lots, pedestrian and bicycle paths, landslide remediation and erosion prevention, etc.), and communal infrastructure and sewerage, public lighting, energy and communication networks, gas and low voltage networks, etc.).
They also refer to facilities of educational sports and cultural character (preschool and school facilities, children’s playgrounds and playrooms, school sports halls and playgrounds, etc.), other facilities of importance to local self-government units (cultural centers, community centers, libraries, health facilities, museums and similar social facilities, increasing the energy efficiency of facilities, facades, replacement of openings and roofs, heating and cooling systems, etc.), as well as the financing of other activities of importance within the competence of local governments.
With the entry into force of this decision, the FBiH Government will publish a public call for applications for the use of funds, which will determine the criteria, and which will be published on the FBiH Government website and in daily newspapers.
The government will determine the final amounts of funds to be remitted to individual municipalities and cities, the dynamics of remittances, and the method of reporting on the funds spent.
The second decision, worth 10,000,000 BAM, determines the criteria, manner and procedure for allocating funds determined by this year’s FBiH Budget in the position “Current transfers to other levels of government and funds – CANTONS AND MUNICIPALITIES” to municipalities and cities.
These funds will be allocated on the principle of solidarity to all municipalities and cities in the amount of 125,000 BAM, in the name of financial assistance to the budget in repairing the consequences of the declared pandemic COVID-1 9. The FBiH Government will decide on the dynamics of funds.
