The Croatian Republican Party (HRS) of Bosnia and Herzegovina (BiH) has issued documents that indicate and leave open suspicion that Croatia has granted itself a concession to use water from Busko Lake near Livno for electricity production.
These documents show a literal usurpation of the natural assets of BiH for 33 years, which expires in 2031, given that the Croatian Parliament voted in 1998. No one from BiH complained while the local authorities in Livno agreed to everything.
After a series of councilor questions and initiatives sent by the HRS to the councilor procedure in Livno, on the issue of areas used by the Hrvatska elektroprivreda (HEP) for electricity production, the party stated that it “smells” of corruption.
To recall, the Decision on granting the concession to the HEP of the waters of Duvanjsko and Livanjsko Polje, on the basis of which HEP uses Busko Lake, was made by the Parliament of the Republic of Croatia on May 22nd, 1998.
The concession was issued for 33 years from the date of entry into force of this decision, and shortly after that date, HEP sued the city of Livno seeking “exclusive ownership of the plots” of the flooded field.
By a court judgment of September 15th, 1999, the Court in Livno ruled in their favor, to the detriment of Livno, and HEP became the user/owner of large areas in Livanjsko polje.
According to HRS, what is most interesting is that the Municipality of Livno did not defend itself in court at that time and not only did they not file any objections, but they confirmed all HEP’s allegations from the lawsuit.
HRS claims that this verdict “smells” of corruption, since, as the assistant mayor told them at the last session of the City Council, the consolidation in that part of Livanjsko polje was never officially implemented.
“Then how is it possible that no one disputes or complains about the fact that the judge assigns HEP 366 plots called ‘Jagme land’, each with an area of 8.000 square meters? If we remember who ran the cantonal judiciary, then the federal one, presided over the Federation and the Parliamentary Assembly, it is very easy to come to the answer that everything was sponsored by the party ‘sisterhood’ “. It is obvious that local, cantonal, and federal structures have been involved in the whole process since 1999, ” it was pointed out from HRS.
They added that for years they have been trying to raise the problem of HEP’s unfair attitude towards Livno and Tomislavgrad to a higher institutional level, because, according to them, this is the worst type of discrimination and economic abuse in this area, Klix.ba writes.
