The Canadian Genocide Research Institute (IGK) is asking the high representative in Bosnia and Herzegovina, Christian Schmidt, to use the Bonn powers to sanction the President of the National Assembly of the Republika Srpska (NSRS), Nenad Stevandić, by banning him from holding any political office.
“The basis for the use of Bonn powers is the placing of Stevandić on the American blacklist because he is directly responsible for instigating the adoption of a law in the National Assembly of the BiH entity of the RS, which declares the decisions of the Constitutional Court of BiH to be inapplicable in the BiH entity of the RS, which negates the institutions of the state of BiH, obstructs and threatens the implementation of the Dayton Peace Agreement and seriously disrupts peace and stability in the region. Another basis for the application of the Bonn powers is the well-founded suspicion of the commission of war crimes and crimes against humanity,” the IGK stated.
IGK also submitted a criminal complaint against Stevandić to the Prosecutor’s Office of Bosnia and Herzegovina.
“Nenad Stevandić, the president of the National Assembly of the BiH entity RS and the president of the United Srpska party, has been facing accusations related to his war past and role in the aggression against Bosnia and Herzegovina for years. reflected in the participation of Stevandić, as the commander of the “Serbian Defense Forces” (SOS) in Kotor Varoš, in the mistreatment and forced imprisonment of the Bosniak population, raids on Bosniak houses, gross mistreatment and the taking of Bosniaks to death concentration camps in the area of Kotor Varoš,” they point out in the statement by the Genocide Research Institute of Canada.
The statement adds that the IGC once again warns the High Representative and the Prosecutor’s Office of BiH that the state of BiH is under attack due to continuous denial of the state, threats to its territorial integrity, independence, sovereignty and state legal and political subjectivity, radical violation of the General Framework Agreement for Peace, which is a threat to peace and stability in BiH and undermining the perspective of all citizens, including citizens from BiH entity of the RS. Stevandić’s continuous attacks on the state of Bosnia and Herzegovina culminated in the adopted acts of the National Assembly of Bosnia and Herzegovina. entity of the RS, which is a direct attack on the Dayton Peace Agreement and the constitutional and legal order of BiH.
“The High Representative and the judicial institutions of BiH are obliged to react decisively and take urgent steps within their jurisdiction. There must be no delay or waiting. Because Stevandić, together with Milorad Dodik and his establishment, are introducing BiH into uncertainty and instability, the consequences of which can be unforeseeable. Stevandić and the aforementioned establishment must be prevented from their destructive actions, institutionally by the High Representative and the judicial institutions of BiH,” the IGK states.
IGK has already informed the Prime Minister of Canada, the Government and Parliament of Canada and Canadian organizations for the protection of human rights and freedoms about these activities, the statement concludes.
