Is Dragan Covic announcing a Boycott of next Year’s Elections?

The President of the Croatian National Assembly (HNS) and the Croatian Democratic Union (HDZ) of Bosnia and Herzegovina (BiH), Dragan Covic, sent a letter to the diplomatic representatives in BiH, informing them about the situation in the country and calling on them to help reform the Election Law as the main issue in BiH.

You can see the letter below:

“In light of these important times for BiH, allow me to address you in a few words, taking this opportunity to express my deep gratitude to you and your administration for your continued support for the progress of BiH. As key participants in many important processes in our homeland, I want to inform you about the following.

The circumstances in which we find ourselves require that our attention be paid to the key reforms we are facing. Having thatin mind, I call on your attention and assistance as we work on amendments to the BiH Election Law, a process that must be implemented in the next three months of this non-election year and which requires limited constitutional reforms. Existing discrimination in our system must finally be eliminated and equality must be ensured and protected. This is a critical component of holding the 2022 elections.

In doing so, I consider it important to recall the political achievement in which the international community played an important role – the Mostar Agreement of June 2020. This political agreement not only laid the foundations for holding local elections in the City of Mostar but also laid the foundations for jointly accepted responsibility for amendments to the Election Law of BiH. As an oft-cited example of constructive political dialogue, it is our collective responsibility not to letsuch an example be tainted by a lack of accountability for adherence to determined obligations. The fact that the Election Law must be taken seriously and urgently resolved cannot be disputed. So, it is increasingly important that our focus remains undisturbed as we approach the final months before 2022.

I would like to draw your attention to the recently fabricated mathematical information regarding adequate representation or under-representation in certain government bodies, which have been shown to the representatives of the international community in BiH. I regret that some domestic political factors still do not understand the seriousness of the situation, nor our responsibility and the benefits of the steps we can take, rather by encouraging destabilizing political narratives and destroying the fundament, the foundation of BiH that is based on constitutivityand legitimacy of representation.

I say this deeply aware of the past, present, and future of BiH – equality, constitutivity, the right to legitimate political representation at all administrative-political levels are not subject to political trade or mathematical fraud.

Respected Excellencies, I responsibly claim that all political parties of the HNS are ready to become more actively involved in a constructive dialogue on increasing the functionality of the Federation of BiH (FBiH) and BiH as a whole when we successfully complete our vital task of amending the 2021 Election Law. It is important to express how reaching an agreement on the Election Law will have a positive impact on the functioning of the FBiH, as an important step in the right direction.

In line with our long-standing aspirations for the future in the European Union (EU) and NATO, our commitment to Euro-Atlantic integration is persistent. Thus, it is important to emphasize that the upcoming positive developments we can take have the power not only to contribute to the internal stability, progress, and development of BiH but also to our Euro-Atlantic future. I call on everyone to fulfill what is necessary, expected,and integral for a better BiH, “Covic noted in a letter to diplomatic representatives in BiH, Klix.ba writes.
