Justice is blind but chooses carefully

Kemal Čaušević is guilty of crime in the Directorate for Indirect Taxation, Miro Džakula is not. Čaušević will go to prison, and Džakula to Elektroprijenos.

Fadil Novalić is to blame for the federal ventilators, and Radovan Višković is not to blame either for the ventilators or for the Polish hospital in the RS.

The mayors of Zenica, Fuad Kasumović, and Bihać, Hamdija Lipovac, were also in custody. Mayors from Western Herzegovina, Banja Luka, and East Sarajevo have never been in custody.

Nedim Uzunović was also in custody because of Bosnalijek. Milenko Bašić did not because of the “reputable Lager”.

Fahrudin Radončić was also arrested in Sarajevo. There are no Joza Pavković in Herzegovina.
The fate of Sarajevo businessmen fell because of “Kasa”. But the money has not yet arrived in western Herzegovina.
When he was tried for the crime with Čović, Jerko Lijanović was acquitted. When he was tried after he turned his back on Dragan Čović, Jerko Lijanović was convicted.

Do you want statistics? Here they are.

In five years, from the beginning of 2018 to the end of 2022, the Prosecutor’s Office of the West Herzegovina Canton of Široki Brijeg filed nine indictments for criminal acts – corruption and economic crime. Only in one case was a prison sentence imposed, while in five cases – suspended sentences were imposed. And that would be it as far as the fight against corruption is concerned in the ZHK, which is sovereignly ruled by the HDZ BiH. Three municipalities and one city administration belong to that canton. There are cantonal institutions. According to the 2013 census, 95 thousand inhabitants live in ZHK.

23 thousand inhabitants live in the Bosnian-Podrinje Canton. The canton consists of two municipalities and one city.

In addition to local municipal and city administrations, there are also cantonal institutions in that canton. In four years, from the beginning of 2018 to the end of 2021, the BPK Prosecutor’s Office filed 10 indictments for corruption and abuse of office. One more than ZHK in five years. And in that canton, in the observed period, one prison sentence was pronounced for the criminal offense of corruption.

Therefore, the Prosecutor’s Office in Goražde brought more charges for corruption in four years than the Prosecution of ZHK in five years, even though there are more municipal administrations in ZHK and almost four times more inhabitants.

From the beginning of 2018 to the end of 2021, the Prosecutor’s Office of Mostar filed 32 indictments. So, in four years – 32 indictments in the canton, which includes nine municipal and city administrations, all cantonal institutions and several federal institutions. In four years, only four prison sentences were imposed. Sixteen are suspended sentences. So, this is how the fight against corruption looks like in the canton ruled by HDZ BiH and home to 222 thousand inhabitants.

273 thousand inhabitants live in Una-Sana Canton. Eight municipalities and cities belong to this canton. In addition to municipal administrations, Cantonal institutions are also located in Bihać. There are no federal institutions. In four years, 2018-2021, the USK Prosecutor’s Office filed 72 indictments for corruption and abuse of office. In fifteen cases of corruption, prison terms were imposed. A total of 39 suspended sentences for corruption were handed down.

So, although there are more institutions (local, cantonal and federal) in Mostar, the HNK Prosecution brought twice as few indictments for corruption and abuse of power as the USK Prosecution.

254 thousand inhabitants live in the Central Bosnian Canton. Twelve municipal and city administrations are under the jurisdiction of the Cantonal Prosecutor’s Office in Travnik. All cantonal institutions in SBK should be added to that. In four years, 2018-2021, the Prosecutor’s Office of the SBK filed ten indictments for corruption and abuse of office. In the same period, the judiciary of that canton did not impose any prison sentence for corruption. Only three suspended sentences were handed down.

364 thousand inhabitants live in the Zenica-Doboj canton. The Prosecutor’s Office of the ZDK is responsible for twelve municipalities and cities and all cantonal institutions. According to Transparency International, in four years, the ZDK Prosecutor’s Office filed 101 indictments for corruption, of which three indictments related to high level corruption. A total of eighteen prison sentences were imposed. There were 55 suspended sentences.

Therefore, the Prosecutor’s Office of the ZDK filed ten times more indictments for corruption than the Prosecutor’s Office of the SBK, where the backbone of the government is the HDZ BiH.

The cantonal prosecutor’s offices in Tuzla and Sarajevo have the best results. For example, in 2021 alone, the KS Prosecutor’s Office filed 100 indictments for corruption, and a total of eight prison sentences were imposed that year.

During 2020, the Prosecutor’s Office of the KS filed 15 indictments, in 2019 24 indictments for corruption, and in 2018 29 indictments. From the beginning of 2018 to the end of 2021, the judiciary in KS imposed 21 prison sentences for corruption. 52 convictions were suspended.

The Prosecutor’s Office of Tuzla Canton filed 132 indictments for corruption from 2018 to 2021. In the same period, a total of 39 prison terms were imposed for corruption. A total of 92 suspended sentences were handed down, Istraga.ba writes.
