Meeting of Leaders of Four Political Parties on Implementation of “Sejdić-Finci” Ruling

Leaders of the parties in the new parliamentary majority in the FBiH spoke yesterday in Sarajevo on the implementation of the “Sejdić-Finci” ruling, and took the opportunity to clearly discern what is acceptable and what is not.

The President of the Croatian Democratic Union (HDZ) BiH Dragan Čović told journalists that at the meeting of the leaders of the Social Democratic Party (SDP) BiH and the Alliance for a Better Future (SBB) Zlatko Lagumdžija and Fahrudin Radončić a new model for implementation was proposed.

“It is a model that includes 10 constituencies and given that we presented it today for the first time, we do not expect our colleagues to immediately have an opinion on it’’, said Čović yesterday.

He confirmed that this proposal fully supports three key principles: full implementation of the ruling, elimination of the possibility for one nation to choose representatives in government and that what is agreed should be included in the Constitution.

He said that he is an optimist and believes that by the arrival of the Commissioner for Enlargement of the EU Stefan Fule on 11 April there will be a solution.

The President of SDP BiH Zlatko Lagumdžija said yesterday “either the party whose presidents are here today will all be in the FBiH government or we will all be in opposition”.

He explained that “there will be either four parties that take on responsibility for the situation in the FBiH or no one will participate any longer”.

The President of the SBB BiH Fahrudin Radončić said that HDZ BiH and HDZ BiH 1990 do not wish to accept the concept of 12 constituencies, and SDP and SBB do not wish for the concept of 2 constituencies.

“Everything in between this is a space for agreement”, said Radončić.

“At this moment, the establishment of the federal executive branch is not up to the HDZ 1990, HDZ BiH, SDP or SBB because we have all clearly demonstrated their willingness to take responsibility for leading the FBIH and we are ready to form that government in accordance with the election results and parliamentary majority in both houses of the FBiH Parliament’’, said the President of HDZ 1990 Božo Ljubić after yesterday’s meeting.

When it comes to implementation of the ruling, Božo Ljubić said that several models have been discussed.

“We further believe that we and colleagues from HDZ BIH that the best model would be indirect election of a member of the BiH Presidency, but due to the fact that this model is not accepted by parties from the RS, we discussed several models that would be the direct election of two members of the FBiH Presidency’’, said Ljubić.

He added that parties from Sarajevo did not accept the possibility for two constituencies, so the model is unacceptable.

The new model, which we presented tonight, is a kind of compilation of electoral and proportional principles, but one, which meets fundamental principles. This will will be presented to our EU parnters. I repeat that we are open for all other models that include basic and already agreed principles’’, said Ljubić.

He added that in the next seven days the four political parties would try everything in order to reach a decision favorable to all.
