Observers noted more severe Forms of Election irregularities

The “Under Scrutiny” coalition has published the latest key findings of election day observation related to the voting process in the repeated elections in the RS, turnout and election irregularities until 3 p.m. The preliminary findings of the observation point to the repetition of election irregularities known from earlier election cycles, along with new isolated incidents that violate the integrity of elections at certain polling stations.

The direct findings of observers confirm more severe forms of election irregularities, including illegal pressure on voters, persuasion to vote for a particular candidate, organized transport of voters, indications of politically connected presidents of polling committees, as well as irregularities related to the provision of assistance to voters, which violate the secrecy and freedom of voting.

A new cross-section of the situation until 3 p.m. shows that traditional election irregularities and procedural failures are repeated in the following scope: family voting (at 47.9% of polling stations), returning voters from the polling station because they are not on the Statement from the CBS (40.8%), providing assistance to a larger number of voters to vote in a booth (23.5%) and helping another person to vote without proof (20.4%).

At 15 polling stations, observers’ comments on the work of polling committees were recorded.

During the day, information about persuasions to vote for a certain candidate, vote buying, keeping parallel records of voter turnout, as well as attacks on observers in certain local communities is spreading in the public discourse. The “Under Scrutiny” coalition points out that its observers, in accordance with a clearly defined methodology, do not leave the polling stations where they are assigned, and that the mentioned cases usually refer to events outside the polling stations themselves.

Nevertheless, the Coalition actively monitors these allegations, records them as information from secondary sources and will act based on them after checking all relevant information and collecting evidence.

Recorded turnout in the repeat early elections at polling stations where the Coalition’s observers are under scrutiny until 3:00 p.m. is 38.1 percent. For the sake of comparison, the turnout in the previous general elections in 2022 in the Republic of Srpska by 3 p.m. was 39 percent, and in the early elections held on November 23, 2025. turnout was 26 percent. It is obvious and in accordance with the findings of the turnout at 11 o’clock that the turnout will be close to that of the previous General Elections.

The “Under Scrutiny” Coalition pointed out that every report of electoral irregularities contributes to a fairer electoral process.

“We invite all citizens, if they notice any deviation from the rules, to report it immediately via the free line 080 05 05 05 or via social networks,” said the ‘Under Scrutiny’ Coalition.
