The Office of the High Representative (OHR) said that the proposed draft of the new Constitution of Republika Srpska is a clear violation of the General Framework Agreement for Peace (GFAP) and the Final Arbitration Award for Brcko, and that it fundamentally endangers them.

“All delegates to the RS National Assembly and the RS Council of Peoples must be aware that this process represents a serious threat,” the OHR said.

They also stressed that it is their personal duty to reject this attack on the constitutional order of Bosnia and Herzegovina and the multiethnic character of Republika Srpska.

“Given that the entities legally exist solely on the basis of the Constitution of BiH, all must avoid such and similar moves that threaten the Dayton Constitution and the institutions of Bosnia and Herzegovina,” the OHR concluded.
