In the Ministry of Internal Affairs of Sarajevo Canton (CS), periodic medical examinations have not been carried out for 15 years. Only those police officers who have just been admitted to the police ranks have more recent medical examinations.
The Police Administration of the KS MUP responded to an inquiry from the Klix.ba portal regarding the performance of medical examinations of police officers. This topic became the focus of the public after it was discovered that medical examinations of police officers in the MUP of Tuzla Canton had not been carried out for 30 years.
“In the period from October 2008 to March 2009, a medical examination was carried out for police officers of the Police Department of the Ministry of Internal Affairs of the Canton of Sarajevo, and after the mentioned period, police officers who submitted medical certificates during the establishment of employment were admitted,” they say from the Police Administration.
In addition, in the budget for 2024, there are no funds planned for performing periodical health examinations of police officers of the Police Administration of the KS MUP.
They add that in 2022 and 2023, two police officers were sent for an extraordinary medical examination, and after the examinations by an authorized health institution, they were returned to their regular jobs and tasks.
Article 42 of the Law on Police Officers of Sarajevo Canton stipulates the following: a police officer is obliged to undergo a regular or periodic medical examination organized by the police authority in the appropriate health institution, in order to determine the general and special health capacity to perform the duties and tasks of police officers, in exceptional cases, upon the reasoned proposal of the immediate manager, the head of the police body may refer the police officer to an extraordinary medical examination with the opinion of the competent health institution obtained, the police officer is obliged to undergo an extraordinary medical examination, exceptionally, a police officer will be allowed a psychophysical examination by a psychologist after the use of physical force, and must be sent for a psychophysical examination by a psychologist after using a firearm or participating in high-risk actions.
The rulebook on the criteria and method of determining the medical fitness of police officers and the method of determining the medical fitness of police officers of the Police Department of the Ministry of Internal Affairs of Sarajevo Canton regulates the criteria for determining the medical fitness of police officers in the Police Department of the Ministry of Internal Affairs of KS and candidates who are referred for a medical examination in the recruitment procedure .
Article 3 of the aforementioned Rulebook stipulates that health examinations are: regular medical examination of police officers of the Police Administration, which is carried out for police officers assigned to the Special Police Unit – every two years, periodic health examination of police officers of the Police Administration – performed for all police officers (except police officers from the previous point) – every four years or in the period determined by the police commissioner in accordance with available budget funds; medical examination performed for candidates in the recruitment procedure and referral to basic training for cadets (preliminary medical examination), extraordinary medical examination of police officers of the Police Directorate – is performed for a police officer for whom the immediate manager sent a proposal to the police commissioner for referral to an extraordinary medical examination, Klix.ba writes.
