At the session scheduled for today, the House of Representatives of the BiH Parliamentary Assembly should, in a shortened procedure, consider the principles of the Draft Law on Amendments to the Law on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, proposed by the BiH Council of Ministers.
Earlier, the BiH Council of Ministers, by a majority vote and with certain corrections, at the proposal of the BiH Ministry of Justice, determined the proposal of this law which regulates issues that need to be urgently resolved in order to improve integrity and enable more efficient and transparent functioning of the judiciary, which is one of the 14 priorities from the European Commission’s Opinion.
The main issues regulated in this bill, which require urgent adoption, include: conflict of interest of members of the HJPC, reports on the property of judges and prosecutors, including the members of the HJPC and their verification, the establishment of the Integrity Unit within Secretariat of the HJPC, legal remedies against appointment decisions and certain amendments related to disciplinary offenses and disciplinary proceedings against judges and prosecutors.
The request of MP Damir Arnaut to include the Bill on Amendments to the Law on Salaries and Compensations in BiH Institutions in an urgent procedure should also be on the agenda.
It is also planned to consider the request of MPs Mirjana Marinkovic-Lepic and Aida Barucija to consider the Bill on Amendments to the Law on Labor in the Institutions of BiH also under urgent procedure.
The draft law on the amendment to the Law on Fundamentals of Road Traffic Safety in BiH, proposed by MP Damir Arnaut, should be considered in the first reading.
Several reports as well as several parliamentary initiatives should be presented to the deputies.
This is the first session of the House of Representatives of the state parliament in 2022, and it is expected that it will be attended by MPs from RS parties, who did not participate in the work of this legislative body in the previous period.
As a reminder, officials from Republika Srpska in BiH institutions have not participated in the work of state institutions since the end of July last year, after the then High Representative Valentin Inzko made a decision to amend the BiH Criminal Code banning and punishing genocide denial.
Yesterday, the National Assembly of the Republika Srpska adopted, among other things, a conclusion according to which “in accordance with the conclusions from the Twentieth Special Session held on July 30, 2021, RS representatives in the BiH Parliamentary Assembly, BiH Council of Ministers and BiH Presidency can attend sessions, but in a way that in their decision-making they respect the views and decisions of the NARS, the Government of the RS and the President of that entity. “
