Republika Srpska Entity declares a State of Emergency

The National Assembly of the Republika Srpska (RS) adopted on at the 12th special session held in Banja Luka on Saturday the decision to declare a state of emergency “for the territory of Republika Srpska due to the epidemiological situation in Republika Srpska due to coronavirus”, the NSRS announced, N1 news portal reports.

According to the announcement, the Decision was made on the basis of Amendment CVII on Article 70, paragraph 3 of the Constitution of Republika Srpska, which stipulates that the National Assembly, in accordance with the Constitution and the law, declares a state of emergency for the Republic of Srpska or part of Republika Srpska in case of threat security, due to natural disasters (floods, earthquakes and fires), natural disasters, epidemics, violations of human rights and freedoms and the normal functioning of the constitutional bodies.

”Also, Article 38 of the Law on the Government of the Republika Srpska (Official Gazette of the Republika Srpska, No. 118/08) provides that the National Assembly of the Republika Srpska, at the proposal of the Government of the Republika Srpska, declares a state of emergency when in the territory of the Republic or part of the Republic endangered security due to natural disasters (floods, earthquakes, fires, etc.), natural disasters, epidemics, violations of human rights and freedoms and the normal functioning of the constitutional bodies of the Republic, as well as to propose acts for taking measures in such circumstances.

The meeting was attended by Republika Srpska entity President Zeljka Cvijanovic, Member of the Presidency of Bosnia and Herzegovina Milorad Dodik, Prime Minister of the Republika Srpska Radovan Viskovic and ministers in the Government of Republika Srpska.

At the beginning of the session, the National Assembly decided by majority vote of the deputies that the session should be closed to the public, ” the NSRS said.

The introduction of the state of emergency was mentioned earlier by the Member of the Presidency of Bosnia and Herzegovina, Milorad Dodik.
