Denis Becirovic, member of the Presidency of Bosnia and Herzegovina (BiH), Denis Zvizdic, Speaker of the House of Representatives of BiH, and Kemal Ademovic, Deputy Speaker of the House of Peoples of BiH, have submitted an appeal to the Constitutional Court of BiH regarding the laws signed two days ago by the President of Republika Srpska (RS), Milorad Dodik, which prohibit the work of the Court and Prosecutor’s Office of BiH, the High Judicial and Prosecutorial Council (HJPC), and the State Investigation and Protection Agency (SIPA) on the territory of RS. On their behalf, the appeal was submitted by authorized chiefs of staff.
And in the meantime, the Prosecutor’s Office of BiH is also taking action.
United and coordinated, Denis Becirovic, Denis Zvizdic, and Kemal Ademovic respond to the unconstitutional moves of RS in a constitutional and institutional way. They are stopping the destruction of the state at the Constitutional Court of BiH, from which they requested a review of the constitutionality of the laws adopted in the National Assembly of RS (NARS), which prohibit the functioning of state institutions – the Court, the Prosecutor’s Office, the HJPC, and SIPA.
“It was done responsibly, institutionally, and in this way, we once again showed that the institutions of BiH are doing their job. This concerns several legal documents. There are four laws, one decision, and one conclusion – a total of six documents. Becirovic processed four, and Zvizdic and Ademovic processed one each,” said Alija Kozljak, Chief of Staff of Denis Becirovic.
“Peace will be preserved, and the state of BiH will certainly win this process, while those who initiated unconstitutional activities will ultimately be the losers,” said Denis Zvizdic, Speaker of the House of Representatives of BiH (NiP).
The application of unconstitutional laws strips the state of power and endangers stability. Even before the final decision of the Constitutional Court of BiH, it is necessary to stop the attacks on the constitutional order. That is why the appellants also requested a temporary measure that would suspend the application of the laws until the final decision is made. They expect a response already today.
“We believe that the institutional response will be effective this time as well,” stated Kozljak.
The Prosecutor’s Office of BiH is also acting at full capacity. Unconstitutional activities of RS officials are being actively investigated:
“Since December 2024, the Prosecutor’s Office of BiH has been conducting investigative actions due to the existence of grounds for suspicion that the criminal offense – Attack on the Constitutional Order under Article 156 of the Criminal Code of BiH – has been committed.”
On this basis, summons from the Prosecutor’s Office of BiH for questioning have already been sent to RS leaders – President Milorad Dodik, Prime Minister Radovan Viskovic, and Speaker of the NARS Nenad Stevandic. The questioning is scheduled for today, but it seems that none of those summoned will appear.
“Prosecutors from the Federation of BiH (FBiH), who are politically instructed, continue to most crudely abuse their unconstitutional position for a political witch hunt. I will not go to their political court because Serbs no longer go to inquisitions!” stated Milorad Dodik, President of RS (SNSD), on the social network X.
However, defiance has limits – and consequences.
“Those who repeatedly fail to respond to an official summons from the Prosecutor’s Office can become fugitives within the country they live in,” said Zvizdic.
The response of the institutions is certain and in preparation. Just like the defendants’ bench due to the clear intention to destroy the state.
