Session of the Joint Commission for Human Rights of the Parliamentary Assembly held

At the session of the Joint Commission for Human Rights of the Parliamentary Assembly of Bosnia and Herzegovina (PSBiH), the principles of the Bill on Amendments to the Law on the Ombudsman for Human Rights of Bosnia and Herzegovina, proposed by the Council of Ministers of Bosnia and Herzegovina, were supported.

The Commission did not support the principles of the Bill on Amendments to the Law on Citizenship of Bosnia and Herzegovina, proposed by MP Denis Zvizdić.

The Report on the work of the Council of Ministers of Bosnia and Herzegovina for the year 2021 was adopted, followed by the Report on the results of the activities of the Institution of Human Rights Ombudsman of Bosnia and Herzegovina for the year 2022, submitted by the Institution of the Ombudsman for Human Rights of Bosnia and Herzegovina.

The Report on the care of refugees and foreigners under subsidiary protection in Bosnia and Herzegovina for 2020, submitted by the Council of Ministers of Bosnia and Herzegovina, was also adopted, as well as the Report on the care of refugees and foreigners under subsidiary protection in Bosnia and Herzegovina for 2021, whose the applicant Council of Ministers of Bosnia and Herzegovina.

The statement on the parliamentary initiative of Milorad Kojić, which orders the Ministry of Human Rights and Refugees of BiH to form a working group in which there will be representatives of the competent institutions of the Republika Srpska, the Federation of BiH and the institutions of BiH with the aim of amending the Agreement on assuming the role of co-founder of the Institute for the Missing Persons in BiH,  has been postponed, and propose changes to the Agreement in the part that refers to the organization of the management structure of the Institute, and forward the established proposal to the Council of Ministers of BiH for adoption.

The Commission did not support the parliamentary initiative of Sabina Ćudić, which orders the Ministry of Human Rights and Refugees of Bosnia and Herzegovina to submit the Law on cooperation of Bosnia and Herzegovina with emigration to the legislative procedure.

The joint commission did not support the parliamentary initiative of Milan Dunović, Zlatan Begić and Vlatko Glavaš, whereby “the House of Representatives of the PSBiH instructs the Council of Ministers of BiH to, in accordance with its competences, make a decision on declaring a day of mourning all over Bosnia and Herzegovina on the occasion of May 25 (currently 2023), when the day of the grave crime against the youth of Tuzla perpetrated by the so-called paramilitary formations is commemorated of the Army of the Republika Srpska on May 25, 1995, and that in cooperation with other competent state institutions, take all measures towards the competent authorities of the Republic of Serbia to extradite the perpetrators of this heinous crime to the institutions of Bosnia and Herzegovina – in the first place, Novak Đukić, as well as within the framework of his jurisdiction, requires urgent criminal prosecution and extradition to Bosnia and Herzegovina and other organizers and perpetrators of this heinous war crime, with the aim of developing a culture of memory and good-neighborly relations, as well as paying due respect to the innocent victims of this grave crime and expressing condolences to the families of the innocent victims.”

The Commission adopted the Report on the work of the Independent Commission for monitoring conditions of stay in prisons, treatment and respect for the human rights of persons subject to criminal sanctions and other measures imposed in criminal proceedings by the Court of Bosnia and Herzegovina, foreign courts for offenses provided for in the Criminal Code of Bosnia and Herzegovina or an international treaty whose signatory is Bosnia and Herzegovina or another court in accordance with the law of Bosnia and Herzegovina for the year 2022.

The joint commission adopted the Information on the situation in the field of migration in Bosnia and Herzegovina for the year 2021, the Information on the situation in the field of migration in Bosnia and Herzegovina for the year 2022, the Report on the implementation of the Code of Conduct for MPs and delegates in the Parliamentary Assembly of BiH for 2021. 2022, Report on issues of implementation of the Code of Conduct of MPs and Delegates in the Parliamentary Assembly of BiH for 2022, Report on the work of the Joint Commission for Human Rights for 2022 and the Work Plan of the Joint Commission for Human Rights for 2023.

The Report on the work of the Council of National Minorities of BiH for the year 2022, submitted by the Council of National Minorities of BiH, was removed from the agenda of the session. The Joint Commission adopted a conclusion requesting information from the Council of National Minorities of the Federation of BiH and the Council of National Minorities of the Cantons regarding the eventual withdrawal of the submitted resignations of individual members of these bodies, after they were elected to the Council of National Minorities of BiH, announced the PSBiH.
