“The 1.55 Billion BAM Budget Proposal shows the Government’s Incompetence”

PDP MP in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina Branislav Borenović, commenting on the budget proposal that will be presented to MPs at today’s emergency session, stated that the Presidency of BiH sent a budget in which neither revenue nor expenditure items are agreed, that it should be a record in the history of the country, but in fact it shows great shame.

Borenović said that the budget proposal of the institutions of Bosnia and Herzegovina for 2025, in the amount of one billion and 550 million convertible marks, was poorly done on both the revenue and expenditure sides, and that his party will not support it.

Borenović emphasized that the budget was presented with a great delay, although, as he said, it should have been proposed ten months ago, which shows “the catastrophic attitude of the key institutions of BiH towards their obligations”.

– Our position has been clear from the beginning – this way of proposing the budget is unacceptable to us. We neither participated in its preparation, nor were we asked about it. We received it only a few days ago and immediately became convinced that it is a reflection of the incompetent, disoriented and disastrous government in BiH. We will not, nor can we support such a budget, either in the emergency procedure or later, if it remains in this form – said Borenović.

He added that the proposal contains a number of controversial items, including, as he stated, unnecessary allocations for new institutions, funds for repaying certain credit obligations of public institutions and multi-year capital procurements related to, as he described it, a controversial building for the needs of the Indirect Taxation Administration.

– We are surprised that such a budget even came to the Parliamentary Assembly of BiH and that constitutional mechanisms were not used to prevent its submission. We expect it to be withdrawn, returned for further work or rejected by a vote against – he said.

According to him, the budget framework should not be planned at 1.55 billion KM, but should be increased by only a few percent compared to last year, in order to secure funds to increase the salary base for more than 20,000 employees in the joint institutions of BiH.

– This is yet another proof of the incompetence of the ruling structure and the worst convocation of the Council of Ministers in the history of BiH, but also an indicator of how things work in the institutions of this country – concluded Borenović.
