The Application Process for early Elections for the President of the RS is open

The Central Election Commission of Bosnia and Herzegovina (CEC BiH) today opened the application process for participation in the early elections for the President of Republika Srpska from among the Serb people, which are scheduled for Sunday, November 23 of this year.

Applications from political parties and independent candidates for verification of participation in the elections are possible from September 25 to 29 until 4:00 p.m., while coalitions have a deadline until October 7.

Certified political entities can submit their application for candidates for the President of Republika Srpska no later than October 14 until 4:00 p.m.

The deadline for registering new voters who vote outside Bosnia and Herzegovina is October 14 until midnight.

The instruction on the deadlines for electoral activities was adopted at the CEC session held on September 22.

This officially began the electoral process that followed the position of the President of Republika Srpska becoming vacant, which created the constitutional and legal conditions for calling early elections.

The decision to hold the elections was made earlier, and their implementation required prior securing of financial resources.

Only after the CEC BiH received the amount of 6,460,000 BAM for the organization of the elections, were the conditions met to initiate the necessary public procurement procedure for the implementation of the early elections for the President of the Republika Srpska, and at the session on September 22, the Procurement Plan of the Central Election Commission of Bosnia and Herzegovina for the implementation of the Early Elections for the President of the Republika Srpska in 2025 was adopted.

In accordance with the plan, decisions were also adopted on the procurement of services for the rental of computer and electronic equipment, printing and packaging of election material, postal delivery of election material, transportation of election material, rental of space for the accommodation of the Main Counting Center, and the procurement of small office supplies and equipment for polling stations and packaging materials.

The early elections for the President of the Republika Srpska are held in accordance with the Election Law of BiH, and the CEC is responsible for their technical and procedural implementation.

The Central Election Commission of Bosnia and Herzegovina called on all political entities to respect the deadlines and procedures, and announced that all information will be available through official channels, including instructions, forms and technical guidelines for registration.

The Bosnian entity of Republika Srpska has been without a president since August 18, when the Court of Bosnia and Herzegovina confirmed the removal of Milorad Dodik’s mandate, after his final verdict of one year in prison and a six-year ban on holding public office for disrespecting the decisions of the High Representative in Bosnia and Herzegovina, Christian Schmidt, was confirmed.

The CEC called the elections for August 25.
