What was written in the Letter of Johannes Hahn to BiH?

Chairman of the Council of Ministers of BiH Denis Zvizdic said that he has received the letter from the European Commissioner for Enlargement and Neighborhood Policy Johannes Hahn, who once again emphasized the importance of adopting the Law on excises, with a very positive assessment of the fact that BiH joined the Transport community, despite the short delay.

Zvizdic emphasized that our obligation remains the same when it comes to the Law on excises.

“The fact is that we need those excise duties. That is the best and the most efficient instrument and model that would enable new investment projects in the sector of road construction, and I am great, if not even the greatest advocate in BiH, when it comes to adopting the Law on excises,” said Zvizdic.

He added that the second fact that is completely clear is the idea of the increase of excises that is based on the intent to start a new investment cycle and “that new funds that are realized through the increase of excises should be used exclusively for the construction of highways and roads, and not for budget spending.”

He also said that he expected that the Board of Directors of the Indirect Taxation Authority will create a law that would answer on what we already know, and only two things are required – to know that the amount of 10 fenings will go for the constructions of highways for sure and 5 new fenings for the road construction, as well as that those 15 fenings are not included in general excises that will go to general budget spending.

He also stated that the text of amendments and supplements to the Law on excises should be changed “in two articles”.

It is about only two sentences that would certainly allow adoption of these excise in the House of Representatives since they would annul arguments of those who say that they do not want a non-transparent law. With those two or three sentences, the level of transparency would be increased in a way that we will exactly know where those funds are going and how they are spent. That is the whole point,” concluded Chairman Zvizdic.
