72 Hours have passed – illegal Actions of the RS Entity condemned

After the 72-hour deadline for initiating a vital entity interest, the Conclusion of the Presidency of Bosnia and Herzegovina, proposed by Member of the Presidency of BiH Denis Bećirović, entered into force, in which the Presidency of BiH condemned the unlawful conduct of the authorities of the RS entity.

The Chairperson of the Presidency of BiH Željka Cvijanović did not declare the adopted Conclusion destructive of the vital entity interest. Thus, the Conclusion of the Presidency of BiH entered into force – the Cabinet of Member of the Presidency of BiH Denis Bećirović announced.

The statement recalls that at the 23rd regular session of the Presidency of BiH, held on June 4, 2025, in the second round of voting, the Conclusion proposed by Member of the Presidency of BiH Denis Bećirović on the unlawful conduct of the authorities of the RS entity in connection with the visit of the State Minister for Europe and Climate at the Ministry of Foreign Affairs of the Federal Republic of Germany, Anne Lührmann, to Bosnia and Herzegovina was adopted.

The adopted Conclusion of the Presidency of BiH states that: The Presidency of BiH thanks the Federal Republic of Germany for its overall support, assistance and cooperation to date. It also expresses its readiness to continue developing the best possible economic, political, educational, cultural and other relations between BiH and the Federal Republic of Germany in the coming period. The Presidency of BiH assesses that the Federal Republic of Germany is one of the key foreign trade partners of BiH, and that the strategic interest of our state is friendly and comprehensive cooperation between BiH and the Federal Republic of Germany.

The Presidency of BiH condemns and considers unacceptable the unconstitutional, unlawful conduct of the Government of the entity of Republika Srpska and the President of that entity, Milorad Dodik, towards the Minister for Europe and Climate in the Ministry of Foreign Affairs of the Federal Republic of Germany, Anna Lührmann. This is an unlawful conduct by which Minister Lührmann was declared persona non grata, which, along with the use of repressive measures, resulted in the expulsion of Minister Lührmann from that entity and the restriction of her movement.

The Presidency of BiH notes that, according to the Constitution and laws of the State of Bosnia and Herzegovina, conducting foreign policy is the exclusive responsibility of the institutions of BiH, specifically the Presidency of BiH, and that the entities do not have the authority to undertake any measures and activities in the field of foreign policy.

This conclusion shall enter into force on the day of its adoption and shall be published in the ‘Official Gazette of Bosnia and Herzegovina’.

The adopted Conclusion of the Presidency of BiH represents an important message condemning the unconstitutional activities of the leadership of the RS entity, and emphasizes the importance of continuing good cooperation with the Federal Republic of Germany – Bećirović’s Cabinet announced.
