eu i pol.partije konsultacijeOn the proposal of the Directorate for European Integration (DEI), the BiH Council of Europe adopted at the last session a state assistance program IPA 2013. The program is composed of 12 projects with a total value of 87,09 million euros.

The spokesperson of DEI Marina Kavaz-Siručić said to Fena that these are projects that deal with: strengthening the capacity of Parliament in BiH in the context of EU accession, advancement of justice and the judiciary, support in area of law enforcement-2013, support in fight against money laundering, support competition in small and medium businesses, support BiH in implementation of Stabilization and Association Agreement in fields of transport, social inclusion in education, support to permanent solutions in framework of revisited strategy for Annex VII implementation of Dayton Peace Agreement, support implementation of action plan for Roma, further harmonization of EU legislation and practices in area of indirect taxes, as well as the strengthening of administrative and coordination capacities of Indirect Taxation Authority of BIH, support in demining in BIH and general instrument to support European integration.

Kavaz-Siručić said that the process of programming of the state assistance program IPA 2013 was carried out in accordance with the priorities for programming of IPA 2012-2013, which was set by the European Commission.

After BIH submitted to the European Commission a proposal of a programming package IPA 2013, the Commission revised the proposal and in mid-June forwarded to the state coordinator for IPA final versions of the proposal, prepared in consultations with the European Commission and the quality control services of the European Commission.

The proposals will be discussed at the meeting of the IPA Committee of the EU in September 2013. Afterwards, a financial agreement for IPA 2013 will be prepared, which is the basis for the development of project tasks and the launching of procurement procedures that, due to the centralized management regime of pre-accession assistance, is performed by the EU Delegation to BiH.

The Directorate will, according to the conclusion of the Council of Ministers, report to the European Commission on the adoption of a state assistance program IPA 2013, said that spokesperson of DEI Marina Kavaz-Siručić.

The Instrument for Pre-Accession Assistance is a flexible instrument designed for all beneficiary countries-candidates and potential candidates for EU membership, which replaced the previous financial instrument of the EU such as PHARE, ISPA, SAPARD, CARDS and the instrument for Turkey.
