The Government of the Federation of Bosnia and Herzegovina (FBiH) adopted the information of the Federal Ministry of Energy, Mining and Industry on the activities in the process of issuing the Energy Permit and gave prior consent to this Ministry in the process of issuing the Energy Permit to the company Winter Wind d.o.o. Tomislavgrad for the construction of the Tusnica wind power plant.

It is planned that this wind farm, with an installed rated power of 72.6 MW (11×6.6 MW), an approved connection power of 72.6 MW (11×6.6 MW) and a planned annual electricity production of 193 GWh, will be built on in the mountainous area of the Jelovaca-Tusnica hills, in the area of the Tomislavgrad municipality.

The information stated that renewable energy sources are becoming increasingly important not only in terms of reducing CO₂ emissions, but also as a local source of energy without the need for imports. In an economic sense, such projects are very important for the general prosperity of the region and the country. The Tusnica wind power plant construction project contributes to the improvement of the economy in Canton 10, and especially in the municipality of Tomislavgrad, where this wind power plant is located.

The Tusnica wind power plant project was started in 2017, when the testing and measurement of the wind potential began, and in 2019, a study was prepared, which showed that at an altitude of 1,610 meters above sea level, an average wind speed of 8 m/s was measured, in a ten-minute interval, and the maximum measured wind speed is 35.1 m/s. The positions and quantity of wind turbines were determined based on the study, and it was determined that it is ideal to position 11 wind turbines with an installed power of 6.6 MW at this location.

Namely, the total cost of the construction of the Tusnica wind power plant is 106,354,000 euros, according to the cost sheet of the main project, and the return on the investment with the guaranteed purchase price from 2023 of €64.39/MWh would be between ten and eleven years.
