The Council of Ministers of Bosnia and Herzegovina today, at the proposal of the Ministry of Security, made a decision on the adoption of the repatriation plan and program of reintegration, rehabilitation and resocialization of citizens of Bosnia and Herzegovina, returnees from the conflict zones of Syria and Iraq.
The Council of Ministers of BiH announced that the plan and program was prepared by the Coordination Team, which gathered representatives of competent institutions/agencies of all levels of government in BiH. The Ministry of Security of Bosnia and Herzegovina will immediately inform the members of the Coordination Team about the adoption of this decision, so that the implementation of the plan and program can begin.
“It is a planning and operational document that represents the framework of action for all individuals and institutions that, in accordance with their competences, are directly involved in its implementation. The repatriation plan regulates the issues of safe, humane and controlled return of citizens of Bosnia and Herzegovina from Syria and Iraq, security checks, establishing the identity and citizenship of persons covered by repatriation, providing diplomatic-consular, legal and humanitarian assistance to the citizens of BiH”, the announcement states.
The program of reintegration, rehabilitation and resocialization for all categories of BiH citizens contains short-term, medium-term and long-term security measures, as well as health and social protection measures, ensuring access to education, economic support and employment, legal assistance in the local community and other necessary measures.
Funds for the implementation of this plan and program will be provided from the budget of competent institutions in BiH and from donor funds.
At today’s session, the Council of Ministers of Bosnia and Herzegovina approved the Proposal for a Grant Agreement (Port of Brcko), with the basis for conclusion, between Bosnia and Herzegovina and the European Bank for Reconstruction and Development (EBRD), which refers to the investment grant of the European Common Fund for the Western Balkans.
“Grant funds in the amount of up to three million euros from the Investment Framework for the Western Balkans are tied to an EBRD loan of 10 million euros and are intended as additional support for the project of rehabilitation and optimization of road and rail access to the Port of Brcko and the associated infrastructure within the Port”.
The initiative of the Ministry of Finance and Treasury was accepted and a delegation was appointed to conduct negotiations for the conclusion of the Financing Agreement between Bosnia and Herzegovina and the European Investment Bank (EIB), Project of urban transport in Sarajevo – B.
“In this way, we want to improve the public passenger transport and improve the construction of city roads, through four components, including the rehabilitation, reconstruction and modernization of the tram line, the renewal of the tram traffic fleet, the construction of the city road and transversal section II (Bare – tunnel Kobilja glava – Hotonj) and arrangement of the trolleybus depot”.
The value of the EIB loan is EUR 35 million, with a repayment term of 20 years, including a grace period of five years, with allocation to the Federation of Bosnia and Herzegovina.
