Analysis of the Work of the Sarajevo Canton Government: How many Measures have been fulfilled?

Istinomjer published the results of the monitoring of the fulfillment of measures from the “Program of the Parliamentary Majority in Sarajevo Canton 2023-2026” in the first year of the mandate. One year after its formation, in March 2023, the government fully implemented five measures.

The Government of Sarajevo Canton was appointed on 24.3.2023, and it consisted of NiP, SDP, NS, SBIH. The program of the parliamentary majority had 166 measures.

After the reconstruction of the Government on November 15, 2023. The government consists of NiP, SDP, NS and ZNG. The current program of the parliamentary majority has 194 measures.

In the first year of the mandate, five measures were fully implemented, 84 were started, 14 are in progress. 68 measures have not been started, one measure is unspecific, and 22 have been stopped.
In the field of economy, three measures were fulfilled, and one each in education and social policy.
In the field of state regulation, five measures were implemented, economy 36, education 14, rule of law three, social policy 8 and health two.

The implementation of three measures was started in the field of state organization, economy 29, education 24, rule of law five, social policy 13 and health 10 measures.

Given that the “Program of the Parliamentary Majority in the KS” distributed the measures according to the ministries responsible for their implementation, Istinomer adapted the presentation of the monitoring results accordingly.

Out of 12 ministries in the KS Government, the Ministry of Economy is responsible for the implementation of the largest number of measures (33), while 25 measures are under the competence of the cantonal Ministry of Transport. The Ministry of Justice and Administration has the lowest number of measures under its jurisdiction – eight of them.

The Ministry of Economy has fully implemented three measures from the agreement, the implementation of one is in progress, while activities on the implementation of another 11 measures have begun.

Activities on the implementation of three measures from the agreement for which this ministry was responsible were stopped, and in case 15, no significant activities were carried out on their implementation.

Of the 25 measures for which the Ministry of Transport is responsible, activities have been started on the implementation of 13 of them, while the implementation of three is in progress. In the implementation of nine measures in the first year of the mandate, the Ministry of Transport did not carry out any significant activities.

During the first year of the mandate, there were 24 measures under the jurisdiction of the Ministry of Science and Higher Education, and of that number, activities on the implementation of 11 measures were stopped after the reconstruction of the KS Government. The implementation of five measures was started, while in the case of eight there were no significant activities aimed at their implementation. The head of this ministry has also been replaced, and since November it has been headed by Adna Mesihović from the Movement for New Generations.

The Ministry of Labour, Social Policy, Displaced Persons and Refugees has started work on the implementation of nine measures, while the implementation of one more is in progress. Out of a total of 19 measures for which this ministry is responsible, work on the implementation of nine of them has not started.

In the first year of the mandate, the Ministry of Health started the implementation of nine measures for which it is responsible, while in the case of three, no significant activities were implemented.

Out of a total of 14 measures for which the Ministry of Veteran Affairs is responsible, the implementation of 11 has begun.

In the first year, the Ministry of Internal Affairs fully implemented one measure from the agreement of the parliamentary majority, and activities were carried out to implement eight more measures, four of which are in progress, that is, started.

The cantonal Ministry of Justice and Administration has started the implementation of only two out of a total of eight measures for which it is responsible, while in the case of one measure, activities on its implementation have been stopped.

The Ministry of Culture and Sports, according to the agreement followed by Istinomjer, is responsible for the implementation of ten measures, of which seven have started to be implemented, and one measure has been fully implemented.

Under the authority of the Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection, according to the agreement, there are 11 measures, of which the realization of two is in progress; activities were started in the case of four measures, while the implementation of one activity was stopped.

During the first year of the mandate, the Ministry of Education started activities on the implementation of seven measures, while the implementation of three is in progress. Of the 12 measures for which this ministry is responsible, no significant activities were carried out in the direction of their implementation.

The implementation of 17 measures is the responsibility of the Ministry of Finance, and of that number, during the first year, specific activities were implemented only in the case of two measures. After one year of mandate, the implementation of six measures was stopped, and this ministry did not carry out significant activities on eight, while one measure was assessed as non-specific.

Compared to the first 100 days of the mandate of the KS Government, in which two measures were fully implemented, and activities were carried out on 80 of them, after one year of the mandate, there was some progress in terms of measures implemented, measures in progress, but also those whose implementation was started. Although a certain number of measures were stopped after the reconstruction of the Government in November 2023, the number of measures in the “Programme of the majority in KS” was ultimately increased.

After the first year of mandate, the KS Government started, to a greater or lesser extent, activities on more than half of the measures from the agreement. Regarding the openness and transparency of the cantonal government, it should also be noted that eight of the 12 ministries responded to the inquiry of the Istinomjer about the dynamics of the implementation of the measures from the “Parliamentary Majority Program” in the KS, Klix.ba reports.
