The Agency for Services in Air Navigation of Bosnia and Herzegovina (BHANSA) issued a call for tenders to upgrade and maintain airport meteorological systems.
The estimated value is 3,142,140 BAM (3,676,303.80 BAM including VAT), and bids are accepted until December 22.
The procurement includes upgrading the IMS4 FCST forecast system, the AWOD and ATIS systems, test system, spare parts, installation, and a maintenance contract. The equipment will be distributed in Banja Luka, Sarajevo, Tuzla, and Mostar.
BHANSA is a state-level agency headquartered in Mostar that provides air navigation services in Bosnia and Herzegovina. Its controllers work on area and approach air traffic control and airport towers in Sarajevo, Banja Luka, Tuzla, and Mostar.
The agency also includes the aeronautical meteorological service. Its forecasters and observers draft reports and weather forecasts for flight checks. Their meteorological bureau is located in the ACTU II Center in Banja Luka.
The BHANSA documentation states that since the previous procurement, it has introduced new procedures and requests, including the PBN approach procedures, RCR reports, low-visibility procedures, and remote preparation of TREND forecasts.
The agency has also launched a project to introduce a radar approach control in Banja Luka, Tuzla, and Mostar, while demand for area control for meteorological information has significantly increased. It aims to enhance the system’s availability and reliability with the upgrade, as well as to reduce a risk that could be caused by outdated equipment.
Ceilometer and Optic Cables
Each of the four airports is expected to receive a new ceilometer, a cloud height meter. The contractor must also carry out construction works: trenching, laying of conduits and optical cables, and constructing a foundation for the ceilometer. The trenches are around 2.7 kilometers long in Sarajevo, around four kilometers in Banja Luka, about three kilometers in Tuzla, and about two kilometers in Mostar. The integration with the runway lighting remote control system is planned in Sarajevo and Mostar.
Conditions for Bidders
A bidder must have ISO 9001 and ISO 27001 certificates, and prove that in the past three years they implemented contracts on meteorological data processing systems and AWOS whose total value is at least equal to the estimated value of this procurement – 3.14 million BAM. They are also looking for expert staff: a meteorologist with a PhD and 10 years of experience, two project managers, and three software engineers.
If a bidder is not the owner of specialized software, they have to submit authorization from the Microstep-MIS manufacturer from Bratislava, whose software is installed in BHANSA systems.
The completion deadline is 12 months from mobilization. The draft contract provides for an advance payment of 20 percent of the upgrade price, monthly maintenance payments, and a contractual penalty of 0.2 percent per day, up to a maximum of 10 percent of the contract value.
