United States President Joe Biden today signed an executive order amending existing sanctions measures. These sanctions target individuals and groups involved in ongoing attempts to undermine the sovereignty and territorial integrity of the countries of the Western Balkans.
The sanctions were imposed in response to activities that undermine post-war agreements and institutions, as well as serious forms of corruption that undermine the rule of law and trust in democratic institutions. The sanctions also target individuals who attempt to evade sanctions imposed by the United States Government.
The focus is on activities that threaten the peace, security, stability, or territorial integrity of the Western Balkan states, undermine democratic processes and institutions, violate or obstruct the implementation of international agreements such as the Dayton Peace Agreement, the Ohrid Framework Agreement, the Prespa Agreement, and United Nations Security Council Resolution 1244, involve serious human rights violations, and involve high-level corruption, including the misuse of public resources and bribery, expropriation of private property for personal gain or political purposes, or kickbacks.
Biden emphasized that these measures are crucial for preserving peace and stability in the region, but also for protecting democratic processes that are the result of years of international efforts in the post-war period.
The amendments to the executive order allow US authorities to block assets and interests related to persons responsible for these activities, either directly or indirectly. The sanctions will cover individuals who undermine international peace and security efforts, government officials or members of governments who engage in corrupt practices, leaders or members of organizations engaged in destabilizing activities, family members of sanctioned individuals, including spouses and adult children, and financial, technological, or material associates of these individuals.
The amendments emphasize the importance of consistent implementation of key international agreements and legal mechanisms that have ensured stability in the Western Balkans after the conflict.
The agreements, including the Dayton Agreement, the Ohrid Framework Agreement, and the Prespa Agreement, have been established as foundations for regional peace, cooperation, and democratization.
The executive order supports the work of international bodies such as the International Residual Mechanism for Criminal Tribunals and the Peace Implementation Council, and includes sanctions for obstructing their efforts.
Biden said the United States will continue to use all available tools to support stability and progress in the Western Balkans, while emphasizing that this executive order will not affect the rights of American citizens or create new legal grounds for lawsuits against American authorities.
The White House emphasizes that this is a continuation of the long-standing US commitment to strengthening the rule of law, democracy, and security in the region, with a message that destabilizing activities will be met with a decisive response from the international community.
The main difference between the new amendment and the previous regulation relates to the expansion of the scope of sanctions, a more precise definition of targeted activities and persons, and additional steps in the implementation of sanctions.
