In two rounds of voting, the Council of Ministers of Bosnia and Herzegovina did not reach a consensus for the decision to declare July 11 a day of mourning in Bosnia and Herzegovina, which was proposed by the Deputy Chairman of the Council of Ministers of Bosnia and Herzegovina, Zukan Helez.

Six votes in the Council of Ministers were in favor, while ministers from Republika Srpska, Staša Košarac and Srđan Amidžić, both from SNSD party, were against.

The last time, at the level of the BiH Council of Ministers, the decision to declare July 11 as a day of mourning was made in 2019.
