Covic: There are no Conditions for the reconstruction of the Council of Ministers of BiH

There is no possibility of reconstructing the Council of Ministers of Bosnia and Herzegovina, said today in Mostar after the session of the Presidency of the HNS BiH, the President of the HNS and HDZ BiH, Dragan Čović, in response to a question about whether reconstruction is a realistic option until the elections.

“We gave some colleagues a chance to do so. We have set a practical agreement to protect this Euro-Atlantic path, to protect the equality of the three peoples. This means that we adopt at least amendments to the Election Law that would regulate the election of members of the Presidency of BiH, specifically the Croat member of the Presidency, and of course we do all this in peace and stability,” said Čović.

According to him, the agreement was made, they set off, then they very quickly saw that there was too much trickery.

“So I do not believe that anything can be done when it comes to reconstruction, in accordance with the Constitution, all other options are ruled out as such,” Čović emphasized.

He also stated that the attempt to amend the law on the Council of Ministers, which would allow ministers to be elected without the consent of the chairwoman, is unconstitutional and will not pass.

“I think the law on the Council of Ministers is completely unconstitutional. He tried to change the decision-making infrastructure at the level of Bosnia and Herzegovina in such a way that someone should make decisions on behalf of the executive power, propose appointments and so on. It is clear why this is being done, of course that law cannot pass and that is how it will end,” Čović said.

Speaking about two key European laws – the Court of Bosnia and Herzegovina and the High Judicial and Prosecutorial Council (HJPC), Čović said that it should be clear by Monday whether there is agreement for their adoption at the June 26 session.

Čović talked about it by phone with EU representatives, as well as talks with the parties in Banja Luka and Sarajevo.

“We agreed that through the talks I have had these days in Banja Luka and Sarajevo, we will try to create an environment for the adoption of two European laws in the House of Peoples, that is, in the House of Representatives, given that we did not have enough hands at the last session of the House of Peoples. Given that it was the opposition from Republika Srpska, which emphasized its European dimensions, that was against these laws, because the HDZ representatives were the proposers. However, when the Troika representative was the proposer in the House of Representatives, the Law on the Court, a conditionally different law, they again demolished it, the same institutions, the same parties, so I asked for a conversation with my colleagues, we conducted these conversations and I expect that by Monday we will have a position on whether we have an agreement that two European laws, the Law on the Court and the HJPC, go to the next sessions of the House of Peoples and the House of Representatives,” said Čović.

He said that the upcoming Skopje session represents an opportunity for Bosnia and Herzegovina to receive a positive signal, under provided that at least two European laws are adopted by then.

“On the contrary, if it doesn’t happen, which is a real possibility, as well as the fact that something positive will happen, I’m always optimistic, irreparably until that Thursday, and then we’ll see. Then we have the calm that will be. Bosnia and Herzegovina is in its place where it was until now, without any progress,” said Čović.

He expressed the hope that the political scene in BiH will begin to be seen more realistically, especially in the context of global geopolitical trends, and pointed out that the Euro-Atlantic path has no alternative for Bosnia and Herzegovina.
