Cvijanovic asks the UN to submit a Decision on the Appointment of Schmidt

The Chairperson of the Presidency of Bosnia and Herzegovina, Željka Cvijanović, asked the Secretary General of the United Nations, Antonio Guterres, to deliver relevant documents of importance to BiH from the UN, i.e. the decision of the UN Security Council on the appointment of Christian Schmidt to the position of High Representative in BiH in accordance with Annex 10 of the General Framework agreement for peace (Dayton Agreement) from 1995.

“After a detailed search of the United Nations Security Council documents available in its online database, we were able to find only one document related to Schmidt’s appointment. It is the minutes of the UN Security Council meeting 8823, held on Thursday, July 22, 2021 at 3:00 p.m., from which it can be seen that the only draft resolution submitted for voting /number S/2021/667/ was not adopted, since the voting result was two votes in favor and 13 abstentions.

I would be grateful if you would instruct the Office for Legal Affairs to deliver to me, our institutions and citizens the official decision of the United Nations Security Council, if there is one, which proves that Christian Schmidt was indeed appointed to the position of High Representative in accordance with the relevant resolutions of the Security Council of the United Nations and Article I/2 of Annex 10 of the Dayton Agreement, as well as all other relevant documents in connection with such an appointment,” stated Cvijanović in a letter addressed to Guterres.

She sent the letter as an elected member and, currently, the chairperson of the three-member Presidency of Bosnia and Herzegovina.

The said letter will be delivered for the purpose of notification to the Under-Secretary-General for Legal Affairs and Legal Counsel of the United Nations, Miguel de Serpa Soares.

“I am convinced that this is the best way to resolve all the dilemmas regarding Christian Schmidt function and his role in Bosnia and Herzegovina, and to finally dedicate ourselves to solving all open issues through the dialogue of the elected representatives of the people, without aggravating external influences,” stated Cvijanović in a post on social networks.
