The decrees of entity president Milorad Dodik on the non-application of the decisions of the Constitutional Court of Bosnia and Herzegovina (BiH) and the non-publication of the decisions of the High Representative in the Official Gazette of the Republika Srpska (RS) entered into force yesterday. This means that neither the state constitutional court nor the Office of the High Representative (OHR) are valid in the RS, part of BiH.
This made Dodik’s fierce attacks on the Dayton Peace Agreement and the Constitution of BiH official. Acting Director of the Official Gazette, Milos Lukic, who confirmed the decisions on the publication of the decree on the promulgation of these laws, said that he does not allow any pressure on the Official Gazette and that they are only doing their job.
After that, the Prosecutor’s Office of BiH also announced, you will not believe this – on a Sunday, to boast about how the case was formed and that as many as three prosecutors are working on it. If their speed and efficiency are the same as in cases of denial of genocide, perhaps it would be better not to waste time and to continue sleeping in winter sleep, led by chief prosecutor Milanko Kajganic.
Because when it comes to Milorad Dodik, the BiH Prosecution has a brake, and it seems to be a handbrake.
Dodik publicly denies the genocide and attacks the Constitutional Court of BiH and the Dayton Peace Agreement and the High Representative. Prosecutors are in no hurry, they will form a case and work on it. In the meantime, Dodik may ban the activities of the Prosecutor’s Office of BiH, the Court of BiH, and the State Investigation and Protection Agency (SIPA) on the territory of the RS, and he openly announced this.
As if High Representative Christian Schmidt doesn’t even believe that he is a High Representative in the whole of BiH, so he is trampled on by anyone in the RS, and his decisions are not accepted there. And instead of reacting again, sanctioning and showing that he is still the boss, Schmidt is enjoying himself in Herzegovina, taking pictures in mosques and publishing photos of him having lunch with Dragan Covic by the river.
And that Dodik can continue to attack the state is confirmed by the words of Gabriel Escobar, the special adviser to the President of the United States (U.S.) for the Western Balkans.
In fact, he only put the wind in Dodik’s sail to continue collapsing the institutions of BiH in every possible way, without choosing methods. However, Escobar says, if the SNSD leader calls a referendum “then the U.S. will react harshly”.
“We hope that Dodik will not go that far and that it is just political rhetoric. But if not, we are ready to react with political means such as sanctions and Bonn powers,” Escobar stated.
It is worth mentioning to the U.S. envoy, or for the OHR to tell him, that Dodik has long been disrespecting the decisions of the High Representative or his Bonn powers. And precisely because he does not respect them and because no one stops him, he marches unstoppably towards the referendum on, as he likes to call it, the “status of the RS”, more precisely on independence.
If Escobar, Schmidt, the Escobars, and the Schmidts really think that Dodik will stop at this political and life goal of his because of the threat of those whose warnings have long been ignored, they could be seriously mistaken. He expelled the Constitutional Court of BiH and the High Representative from this part of BiH!
While they repeat like parrots that the sovereignty and territorial integrity of BiH must be respected and that BiH “has friends”, at the same time there are undisguised attacks on its constitutional and legal order. And those who do not want and cannot say “no” to Dodik are placed at the head of the institutions that should defend the constitutional and legal order of BiH, Klix.ba reports.
