Dodik’s Decrees on the Promulgation of controversial Laws entered into Force

The decrees of the President of Republika Srpska (RS) Milorad Dodik on the promulgation of the law on the non-publication of the decisions of the High Representative of BiH and the non-application of the decisions of the Constitutional Court of BiH entered into force today.

Those laws were previously annulled by the high representative in Bosnia and Herzegovina, Christian Schmidt.

Acting Director of the Official Gazette of the RS Miloš Lukić, who was appointed to that position by the Government of the RS at a telephone session on Saturday, after two previous directors had resigned from that position in the last two months, stated that he was only doing his job and that he was not fears the reactions of the high representative.

Given that Schmidt also imposed changes to the Criminal Code of Bosnia and Herzegovina, according to which failure to apply the decisions of the High Representative is a criminal offense, the Prosecutor’s Office of Bosnia and Herzegovina announced yesterday that a case has already been opened regarding the publication of disputed laws in the Official Gazette of the RS.

For failure to implement the decisions of the high representative, according to the amendments to the Criminal Code, a prison sentence of six months to five years is threatened, as well as dismissal from office.
