Finance Minister warns that there will be no Money for Salaries for Employees in BiH Institutions

The Minister of Finance and Treasury of Bosnia and Herzegovina ((BiH), Zoran Tegeltija, stated at the session of the House of Representatives of the Parliamentary Assembly of BiH(PABiH) that the adoption of the state budget for this year will create conditions for unhindered financing of institutions, as well as payment of obligations of BiH.

Tegeltija reminded that the Global Fiscal Framework was adopted on March 6th and that it was the basis for revising the framework budget that the previous convocation of the BiH Council of Ministers determined in early November 2022 and to adopt the draft budget sent to the Presidency of BiH.

“Today, at the end of March, in about twenty days we managed to get the budget through all the procedures,” Tegeltija pointed out, stating that the procedures for preparing the budget for the next year have already started.

Explaining the proposed budget, Tegeltija stated that the document includes the financial effects of increasing the coefficients for salary calculations by 0.2 for the largest number of employees in BiH institutions, as well as allowances for meals during work and transport allowances for all employees, except for appointed persons, and an increase in the base for salary calculation for 600 BAM.

The Minister of Finance reminded that the total revenues of the budget are 1,315,400,000 BAM, of which the largest part is revenues from indirect taxes – 1,020,500,000 BAM.

Stating that such a budget will lead to a significant improvement in the financial position of employees in BiH institutions, Tegeltija warned that if the budget is not adopted by the end of March, there will not be enough funds to pay the March salary for 1,741 employees in BiH institutions.

“If the budget is not adopted, the new procedure will take at least 60 days,” said Tegeltija.
