Fowler: BiH’s Path to Progress leads through NATO and the European Union

Brigadier General James Fowler of NATO Headquarters Sarajevo stated that he sees the path to progress for Bosnia and Herzegovina through NATO and the European Union, expressing hope that political actors will prioritize the interests of citizens and the benefits that integration brings.

Responding to a question on the Oslobođenje podcast “NATO for BiH” regarding whether there is a valid reason to oppose BiH’s NATO membership, Fowler emphasized that the partnership provides the country with stability, security, and opportunities for prosperity.

“If we want this country to move forward, achieve good results, and progress, I believe the path lies through NATO and the European Union. We hope that all sides will recognize this – setting aside political spin – and think about their voters and what is best for them,” said Fowler.

He assessed that integration into these two organizations is likely the best solution for Bosnia and Herzegovina. He also pointed to the economic growth – specifically the rise in GDP – seen in countries in the region following their accession to NATO.

Discussing concrete steps on the path toward NATO, Fowler stated that the Individual Tailored Partnership Programme (ITPP) between Bosnia and Herzegovina and NATO serves as a framework leading toward membership in the Alliance. He underscored the importance of reforms, modernization, and securing adequate funding for the Armed Forces of BiH.

“The Individual Tailored Partnership Programme is a framework – essentially a roadmap – leading toward membership,” Fowler said, noting that the initial assessment of the program was completed over the summer. He explained that the program encompasses 36 partnership goals, including a political objective being addressed by NATO’s Political Engagement and Support Division, in cooperation with the Ministry of Foreign Affairs of BiH.

He noted that reform programs for 2023, 2024, and 2025 have been submitted to NATO, while the reform program for 2026 is ready to be forwarded to the Council of Ministers of BiH for approval.

Regarding military objectives, Fowler highlighted that a significant portion is focused on securing the necessary resources for the Infantry Battalion Group, as well as on the modernization and readiness of the Armed Forces of BiH.

He added that, during discussions with allies in Brussels, progress in implementing the partnership program was reviewed, with an emphasis on the need for Bosnia and Herzegovina to assume greater responsibility and allocate more funding for its armed forces.

State-owned military property also emerged as a key issue, pointing to the need for more rational use of military sites and investment in infrastructure.
