Impeachment Procedure initiated for Sarajevo Center Municipality Mayor

The Club of Councilors of People and Justice (NiP) in the Municipal Council Centar Sarajevo submitted, together with other councilors, an initiative to initiate the impeachment procedure of the municipal mayor, Srđan Mandić, and the Municipal Council supported that initiative and passed the Decision on the initiation of impeachment.

Among the reasons for the loss of political support for Mayor Mandić and the submission of the aforementioned initiative as well as support for the decision to initiate the impeachment of the mayor, as pointed out by NiP, is the lack of capital projects – failure to fulfill pre-election promises.

The factual situation, they add from NiP, is that for the year 2022 the execution of the budget for capital investments was at 37 percent, while the total execution of the budget is barely 50 percent, and this has been repeated year after year since the beginning of the mayor’s mandate, despite record amounts of the adopted budgets of the Municipality of Center (in 2022 the budget amounted to 64 million, in 2023 even 80 million)

“And no, we do not consider that the so-called ‘Sarajevo carpet’, i.e. the ceremonial opening of the sidewalk, which cost an incredible 1,700,000 BAM (and we do not know if this is the final figure – we remind you that the budget for 2022 originally provided an amount of 1,300,000 BAM for this disappointing sidewalk) is a capital project, on the contrary, the only ‘project’ that Mayor Mandić carried out (better not) is not his project at all, but the project of former Mayor Ajnadžić! Moreover, the notorious opposition of Mayor Mandić to this project is known, and why there was a change of opinion but also an increase in the money in the budget for him, let the citizens judge for themselves”, according to NiP.

They add that the lack of vision and capital projects of Mayor Mandić might not have fallen so hard on the citizens of the Municipality of Centar if the current maintenance and arrangement of the Municipality of Centar had been carried out regularly.

They note that Mayor Mandić continues, in the third year of his mandate, to organize the administration of the Municipality of Centar on the basis of the illegal Decision on the establishment and scope of the municipal administrative body that he made himself (although according to the Law, the council is the only one competent to make such a Decision – and this was confirmed by the Constitutional Court ).

On the basis of such an illegal decision, as they stated in the announcement, the Rulebook on internal organization and systematization of workplaces was adopted, based on which public tenders are announced in the Municipality, the legality and validity of which is also questionable. At the same time, Chief Mandić never submitted to the Council the number of the work contract he concluded since the beginning of his mandate.

“To conclude, Mayor Mandić does not respect the budget adopted by the Council, he does not respect the Council, he does not respect the requests of the councils of local communities, and finally he does not respect the demands of the citizens, who expressed their dissatisfaction with the work of Mayor Mandić on countless occasions and based on whose requests we are starting this impeachment,” they state from NiP, adding that it was proposed to the Municipal Council that the referendum on the impeachment be held on September 17.
