Interesting Initiative about the Election of Presidency Members in BiH

befunky-collageAn interesting initiative should be in the agenda of the next session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina.

Namely, delegate of SDP Denis Bećirović launched an initiative which would task the Council of Ministers of BiH to prepare and submit for parliamentary procedure amendments to the Election Law of BiH no later than six months from the day of adoption of this initiative in the House of Representatives. The amendments prescribe that the elected member of the Presidency of Bosnia and Herzegovina must not be a member of a political party, i.e. after assuming the office they must resign from all party functions and notify the Parliamentary Assembly of BiH about their resignation.

Looking into the history of the Presidency of BiH, this institution was mostly occupied by people from parties.

First convocation of the Presidency of BiH was elected in September 1996, on first post-war elections, with direct voting in FBiH (Bosniak and Croat member) and in Republika Srpska (Serb member). Alija Izetbegović was elected as presidency member from Bosniak nation, Momčilo Krajišnik from Serb nation, and Krešimir Zubak from Croat nation. This convocation served until October 1998, when the second convocation of the Presidency of BiH was made after the elections in September that year.

Second convocation was made in October 1998. This time the members of Presidency were Alija Izetbegović, Živko Radišić as Serb member and Ante Jelavić as Croat member. In October 2000, Izetbegović retires and Halid Genjac becomes a temporary member of the Presidency of BiH. In March 2001, high representative dismissed Jelavić rom the function of the Presidency member.

Since the end of March 2001, based on the Law on Staffing the Vacancy in the Presidency of BiH the Parliamentary Assembly chooses Beriz Belkić as the Presidency member from Bosniak nation and Jozo Križanović from Croat nation. Živko Radišić remained as the member of Presidency from Serb nation.

After general elections in October 2002, the third convocation of the Presidency of BiH was elected, composed of Mirko Šarović from Serb nation, Dragan Ćović from Croat nation and Sulejman Tihić from Bosniak nation. After resigning in April 2003, Mirko Šarović is substituted by Borislav Paravac.

In March 2005, high representative for BiH Paddy Ashdown dismissed Dragan Čović from the function of the Presidency member. The Parliamentary Assembly of BiH reached a decision on appointing Ivo Miro Jović as the Croat Presidency member.

After elections in October 2006, the fourth convocation of the Presidency of BiH was elected: Nebojša Radmanović as Serb member, Željko Komšić as Croat member and Haris Silajdžić as Bosniak member.

After general elections in BiH in October 2010, fifth convocation of the Presidency of BiH was made, which included Nebojša Radmanović as a Serb member, Željko Komšić as Croat member and Bakir Izetbegović as Bosniak member.

Lastly, after general elections held in October 2014, sixth convocation of the Presidency of BiH was elected. This time, members of the Presidency of BiH are Mladen Ivanić as Serb member, Dragan Čović as Croat member and Bakir Izetbegović a Bosniak member.
