President of the Bosnian Academy of Sciences and Arts ‘Kulin Ban (BANUK), academician prof. dr. Suad Kurtcehajic warned that Bosnia and Herzegovina (BiH) is in the most serious crisis since the signing of the Dayton Peace Agreement, stating that the installation of the Republika Srpska (RS) entity in Dayton proved to be a complete failure of the international community.
He noted that in the name of creating that entity, ie in the area under the control of the then parastate of the “RS“, serious crimes were committed, including genocide in and around Srebrenica, which was confirmed by verdicts of competentinternational courts (International Criminal Tribunal for the Former Yugoslavia – ICTY, International Court of Justice – ICJ).
Instead of seriously considering the new structure of the state of BiH on the basis of court-verified facts, today, as Kurtcehajic states, we are witnessing the latest attempts to break up BiH, embodied through the illegal demands of Milorad Dodik, and focused on restoring competencies established in the meantime, with the consent of entities, determined at the state level.
In that context, he stressed that additional competencies at the state level do not require a change in the BiH Constitution, more precisely that “it is stated that BiH will take over the issues agreed upon by the entities”, which is contrary to the claims of Dodik’s policy protagonists.
”The entities did not create BiH, but BiH made an internal transformation, ie a structure modified by the Dayton Constitution. BiH is not composed of two entities, BiH consists of two entities, it is not a state union and there are no joint institutions, but only institutions, ” pointed out academician Kurtcehajic, while giving arguments for his views.
Kurtcehajic also recalled that if the international community does not stop Dodik from returning the competenciesunconstitutionally, it will become a legitimate initiative that has already been agreed, and which implies the adoption of a resolution that the National Assembly of RS (NARS) “came out of Dayton” and that the Dayton Agreement no longer exists, that is, to declare the state of Republic of BiH (RBiH).
Finally, he reminded that the Europan Union (EU) insists on the union of regions, not the states, and noted that the planned balanced development of BiH can be established only by its new territorial regionalization.
