Lower Prices of Mobile Telephony from June 1

mobileThe Communications Regulatory Agency of BiH informs the public that the first set of measures aimed at reducing the cost of mobile telephony, the promotion of competition and protection of the rights of end-users entered into force from the 1st of June 2016.

To recall, the Agency adopted the Decision on the harmonization of mobile service prices and conditions for the provision of telecommunications services, thus ordering the operators BH Telecom Ltd. Sarajevo, Mtel a.d. Banja Luka and HT Ltd. Mostar, not later than the 1st of June 2016, to apply the following measures from that Decision:

The measure referred to the item II a) the Decision stipulates the equalization of price calls from the mobile network to other fixed networks to the price of calls from the mobile network to their own fixed network, and it applies to all postpaid and prepaid packages. The measure aims to encourage competition and prevention of transmission of market power from the market of fixed telephony to the market of mobile telephony.

The measure referred to the item II d) the Decision requires that the duration of the account for prepaid users after the recharge with 10.00 BAM and more, must be valid for at least 90 days (the period of 90 days will allow incoming and outgoing calls to the uses) and it is imposed in order to protect the rights of end users.

The measure referred to the item II b) the Decision requires the amendment of Article 13 of the Rule 67/2012 on model of price rebalance for voice telephone services in BiH for postpaid and prepaid tariff packages. The aim of this measure is non-discrimination of mobile phone users compared to fixed telephony users. Draft of the Rule 67/2012 was submitted for public consultation until the 7th of June 2016.

Having in mind that the reduced prices in mobile telephony are contained in the newly created packages that are already offered, the Agency urges the end users to get informed about the availability of these packages and tariff models, in order to have access to services in mobile telephony at reduced prices.

The second set of measures will enter into force on the 1st of July 2016.
