Mechanism Prosecutor Brammertz Concludes Mission to Kigali

Mechanism Prosecutor Serge Brammertz has concluded an official visit to Kigali, Rwanda from 18 to 20 May 2026, as part of the continuing cooperation between the Office of the Prosecutor (OTP) and Rwandan authorities regarding the investigation and prosecution of individuals alleged to have participated in the 1994 Genocide against the Tutsi in Rwanda.

During his visit, Prosecutor Brammertz held high-level discussions with the Minister of Justice, Emmanuel Ugirashebuja, the Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, the Prosecutor General, Angélique Habyarimana, and the Director General of the National Identification Agency, Josephine Mukesha.

The Rwandan authorities reaffirmed their strong support for the work of the OTP, stressing that thousands of suspected genocidaires in Rwanda and abroad remain to be investigated and prosecuted, emphasizing to Prosecutor Brammertz their expectation that the OTP’s vital assistance with this process will continue for the foreseeable future.

In his discussions with the Rwandan authorities, Prosecutor Brammertz reviewed the continued cooperation between the OTP and Rwanda in efforts to locate fugitives, advance investigations, and support national prosecutions related to the Genocide against the Tutsi. Prosecutor Brammertz and his interlocutors discussed ongoing areas of cooperation and collaboration aimed at securing more justice for victims and survivors. The Rwandan authorities welcomed the continued partnership with the OTP in addressing remaining accountability issues connected to the 1994 Genocide against the Tutsi in Rwanda. Prosecutor Brammertz and Prosecutor General Habyarimana also agreed to establish joint technical teams to expand the areas of cooperation between their respective offices.

Prosecutor Brammertz also met with representatives of the diplomatic community during his visit to Kigali.
