Minister Forto: Without a strong Agency, BiH will lose Control over Civil Aviation

The Ministry of Communications and Transport of Bosnia and Herzegovina published the Draft Law on Aviation of Bosnia and Herzegovina, and invited all interested parties to participate in the public consultation process and submit their comments and proposals.

The new law on aviation in Bosnia and Herzegovina foresees the establishment of a modern, unified and internationally harmonized legal framework in the field of civil aviation at the level of Bosnia and Herzegovina. In the past fifteen years, there have been significant changes in global civil aviation, which has been confirmed through the supervision of relevant international institutions. During these inspections, it was pointed out the need to strengthen the regulatory framework, the establishment of more efficient inspection mechanisms, as well as the adoption of new legal solutions.

If we want to preserve and build a credible regulator in the field of civil aviation, as Forto said, it is crucial to form an independent agency that will be financially self-sustaining so that it will be able to afford and retain the deficient professional staff.

“Without these people there is no safety of flying, and without safety there is no development of civil aviation in Bosnia and Herzegovina. Or to put it realistically, without this move, the sovereign civil aviation in Bosnia and Herzegovina is threatened,” added Forto.

The draft law on aviation of Bosnia and Herzegovina was prepared by a working group in which, in addition to representatives of the Ministry of Communications and Transport of Bosnia and Herzegovina and the Directorate for Civil Aviation, representatives of the Ministry of Defense and the Ministry of Foreign Affairs of Bosnia and Herzegovina also participated.

The Ministry invited all interested parties to submit their comments, suggestions and proposals on the proposed Draft Law by March 6 of this year. The draft law and detailed information on submitting comments are available on the ekonsultacije.gov.ba portal, the Ministry of Communications and Transport of BiH announced.
