Names to Mark the New Convocation of the House of Representatives of the PSBiH

Results of the General Elections painted a clearer picture of the future convocation of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina. The Party of Democratic Action (SDA) won the most direct mandates in the Federation of Bosnia and Herzegovina, while several politicians who previously held high-ranking offices are returning to the state parliament -Nenad Nešić and Igor Radojčić.

According to currently available results, SDA has won nine direct mandates from electoral units in the Federation of Bosnia and Herzegovina. In the new convocation, Mirsad Zaimović, Melika Mahmutbegović, Refik Lendo, Muamer Zukić, Midhat Čaušević, Mirela Avdić, Haris Zahiragić, Šemsudin Dedić and Šerif Špago should represent the party.

Among them are also a couple of current or former high-ranking officials. Mirsad Zaimović was the chair of the House of Representatives of the Parliamentary Assembly of the Federation of Bosnia and Herzegovina; Melika Mahmutbegović served as Vice President of the Federation of Bosnia and Herzegovina, while Refik Lendo is a current vice president of the Federation of Bosnia and Herzegovina. Šemsudin Dedić has experience as a federal minister during his tenure.

Haris Zahiragić’s result attracted special attention. The SDA candidate in the election unit covering the Sarajevo Canton and Bosnian-Podrinje Canton won more than 29,000 votes and was among the most successful candidates for the state parliament from the Federation.

Zahiragić previously served as a representative in the Sarajevo Canton Assembly and is one of the most recognizable younger members of SDA.

SNSD Retains Six Mandates

In Republika Srpska, Milorad Dodik’s Party, remains the strongest political force.

According to currently available results, SNSD won six mandates. Srđan Amidžić, Snježana Novaković Bursać, Obren Petrović, Sanja Vulić, Sandra Erkić and Radovan Višković will be among the future state representatives

Višković, the former Prime Minister of Republika Srpska, won more than 13,500 preferential votes in the elections. He was also the second SNSD candidate to receive personal votes in Electoral Unit 3B, behind Sandra Erkić.

His transition to the state parliament is especially interesting given his years as a key leadership figure in Republika Srpska.

SDP with Five Representatives

The Social Democratic Party of Bosnia and Herzegovina (SDP) will have five mandates in the new convocation. Albin Muslić, Jasmin Imamović, Zukan Helez and Saša Magazinović won direct mandates, while a compensatory mandate will belong to Azra Okić.

Among them are also two politicians with extensive experience in state-level politics. Zukan Helez is the current Defense Minister of Bosnia and Herzegovina, while Saša Magazinović is a long-term representative in the Parliamentary Assembly of Bosnia and Herzegovina.

Jasmin Imamović, former Mayor of Tuzla and long-term representative, is also returning to the state parliament.

HDZ Won Four Mandates

HDZ BiH will have four representatives in the new convocation of the House of Representatives. Marinko Čavara, Predrag Kožul and Antea Čilić won direct mandates, while a compensatory mandate will belong to Borjana Krišto.

Krišto, the current Chairwoman of the Council of Ministers of Bosnia and Herzegovina, returns to the state parliament following her term heading the executive branch of the state.

According to preliminary results, Predrag Kožul was the most successful HDZ BiH candidate on the list in Electoral Unit 2A, securing over 11,600 preferential votes.

SBiH Returns to the State Parliament

The Party of Bosnia and Herzegovina (SBiH) achieved a significant comeback on the state political scene. It won two direct mandates from the Federation of Bosnia and Herzegovina – Džemal Smajić in Sarajevo and Zijad Krnjić in the electoral unit covering the Central Bosnia and Zenica-Doboj cantons.

Additionally, SBiH will hold a compensatory mandate, which goes to Amra Švrakić

Four years ago, the Party for BiH (SBiH) was left without any seats in the House of Representatives of the PSBiH, making its parliamentary comeback a major takeaway from these elections.

NiP with Konaković and Zvizdić

People and Justice (NiP) will have two representatives. The party leader and current Minister of Foreign Affairs of BiH, Elmedin Konaković, won a direct mandate, while Denis Zvizdić will enter the state parliament via the compensatory list.

Konaković secured over 14,500 preferential votes in the Sarajevo–Bosnian-Podrinje Canton electoral unit, accounting for more than half of the total votes received by his party list. Zvizdić also returns to the House of Representatives after previously serving in numerous high offices, including Chairman of the Council of Ministers of BiH.

DF Holds at Two Mandates

The Democratic Front (DF) will maintain two representatives. A direct mandate was won by Zlatan Begić, while the second mandate will go to Dženan Džonlagić via the compensatory list.

Notably, Željko Komšić will not be part of the House of Representatives in this new convocation.

Safe Srpska Movement Brings In Radojičić

The opposition in Republika Srpska will introduce several recognizable figures to the new convocation. Draško Stanivuković’s Safe Srpska Movement won one direct and one compensatory mandate. The direct mandate went to Branislav Borenović, while the compensatory mandate belongs to Igor Radojičić.

In this way, Radojčić makes his return to state-level politics after several years away from top institutions. He is a former Mayor of Banja Luka and former President of the National Assembly of Republika Srpska.

In one of his campaign appearances, Radojčić announced changes in approach towards the state institutions, including a proposal to end the term of foreign judges on the Constitutional Court of Bosnia and Herzegovina.

According to available results, the SDS will have two direct mandates, won by Želimir Nešković and Darko Babalj.

Sabina Ćudić Enters State Parliament

Our Party (Naša stranka) secured one compensatory mandate, which will go to its president, Sabina Ćudić.

Ćudić headed the Party for BiH list in the Sarajevo–Bosnian-Podrinje Canton electoral unit, where she won over 9,000 preferential votes.

Since she did not secure a direct win in her district, she joins the House of Representatives through the nationwide compensatory seat system.

Nenad Nešić also Returns

Among politicians who are returning to the institutions of Bosnia and Herzegovina, Nenad Nešić stands out. The former Minister of Security of Bosnia and Herzegovina won a compensatory mandate that belongs to the DNS-NPS Banjac-Nešić political alliance. On the list in Electoral Unit 3B, Nešić secured 6,435 preferential votes—over 70 percent of all votes cast for his party list.

Nešić previously served as a representative in the Parliamentary Assembly of BiH before becoming Minister of Security.

NES and HDZ 1990 Join the Allocation

A direct mandate from the Federation of BiH was also won by Jasmin Emrić of NES, allowing him to retain his seat in the state parliament.

At the same time, HDZ 1990 earned parliamentary status at the state level, assigning its compensatory seat to party president Ilija Cvitanović.

With this, a political bloc operating independently of HDZ BiH secures a presence, potentially impacting vote balances among Croat representatives.

Single Mandates for Smaller RS Parties

Smaller parties from Republika Srpska secured one compensatory mandate each.

Entering the state parliament are Nedeljko Jović (DEMOS) and Milan Petković (United Srpska/Ujedinjena Srpska), while the seat for the For Justice and Order List (Lista Za pravdu i red) belongs to Milan Grković.

Nenad Nešić will represent DNS.

The compensatory lists for these parties were determined prior to the election, featuring leadership figures including Nedeljko Jović, Milan Petković, Nenad Grković, and Nenad Nešić at the top.

The New Convocation and Major Changes

Looking at the full composition, it is clear that the new convocation of the House of Representatives will not only be a continuation of the former one.

SDA will be the largest party from the Federation of Bosnia and Herzegovina, while SNSD remains to be the dominant political force from Republika Srpska. At the same time, the Party for Bosnia and Herzegovina returns to the state parliament, the Safe Srpska Movement gets two representatives, and HDZ 1990 enters through a compensatory mandate for the first time in this structure.

The return of several experienced politicians—Radojičić, Nešić, Zvizdić, and Imamović—brings an interesting dynamic, while several former representatives who spent years in state politics now leave the parliament.

Therefore, besides the power balance between parties, the new House of Representatives shows a change in generations and political alliances.

Still, everyone should treat the final distribution of seats with caution until the Central Election Commission of Bosnia and Herzegovina finishes counting all results, including postal votes, and officially confirms the mandates.
