New Law: The Money from the Lottery Goes for the Treatment of Children and Young People

Lottery Money oslobodjenje.baThe new federal lottery law was adopted yesterday at a special session of the House of Peoples of the Federation of Bosnia and Herzegovina.

The Government of FB&H proposed the law, which prescribes that the revenues generated on the fees for organizing games of chance belong to the Federation, and part of that be allocated for the financing of programs and projects of civic associations and humanitarian organizations such as the treatment of children and young people who need medical help outside of B&H, the protection of the rights of child victims of abuse, pedophilia and begging, the needs of people with disabilities, the fight against drugs and drug addiction, the accommodation of victims of torture and violence (safe houses) and the work of public kitchens.

50 percent of the monthly fee from the organization of the classic lottery games and 50 percent of the fees for organizing the games of chance in casinos, betting games, games of chance on slot machines and on the internet, as well as five percent of the total amount of the monthly fees paid by the organizer will be allocated for these charitable purposes.

The relevant federal ministry will keep the money paid by the organizer in a special transaction account for the collection of the revenue from the games of chance.

The income tax will be paid at the rate of ten per cent on gains above 50 BAM to 10.000 BAM, and at the rate of 15 per cent on gains above 10.000 BAM.

This law does not treat entertainment games on computers, gaming consoles, simulators, video games machines, pinball machines, billiards and other similar machines that are put into operation by means of coins, tokens, or surcharge, in which the player can realize the gain in cash, property, or rights as games of chance.

These types of games can be organized only if the participation in them is not charged separately, if awards are paid in products or services, and if six per cent of the total value of the prize fund is paid in advance (1.5 percent individually for the Red Cross, “Caritas”, “Merhamet MDD ” and “Dobrotvor”).
