President of RS: There is no Agreement

The meeting of the presidents of the parties and coalitions that make up the government at the level of Bosnia and Herzegovina ended without agreement on the seat of the Appellate Division of the Court of Bosnia and Herzegovina.

In the building of the BiH Parliamentary Assembly, a meeting was held between the leaders of the HDZ BiH, the SNSD, and the parties that make up the “Troika” (SDP BiH, NS and NiP), who discussed several open issues, among which the Law on the Courts of BiH and the Law on money laundering.

The Law on Courts has already been removed from the agenda of sessions of the BiH Council of Ministers four times, and at today’s meeting, the consent of the leaders of the ruling parties was again absent.

SNSD President Milorad Dodik said after the meeting that he did not agree with the coalition partners from FBiH on key issues regarding the seat of the Appellate Division of the Court of BiH, which SNSD insists should be in Banja Luka.

He believes that no judgment in the Court of Bosnia and Herzegovina is sustainable from a legal point of view, and that from a legal point of view it is impossible for the first and second departments to be formed in the same place.

“We are further along with the court law today than three months ago,” said Dodik, stating that the partners from the FBiH insist that it be in a different location in the RS.

He believes that the negotiation process of the EU with BiH is a “false story” and that the EU is not serious about BiH.

“We will never join the EU, I think the EU will disintegrate before we join it,” said Dodik.

The president of the People and Justice party (NiP), Elmedin Konaković, believes that it is not practical for the seat of the Appellate Division of the Court of Bosnia and Herzegovina to be in Banja Luka.

“Of course, the issue of relations with Banja Luka, a beautiful city in BiH, which I love very much and which is unquestionably important to us, has nothing to do with it, but the issue of practicality, pragmatism about that headquarters is very important for us and we have not changed our views on that issue.” said Konakovic.

He added that the crucial thing in the coming period will be whether they will be able to return to the initial settings in which they can come to terms with the fact that they do not agree on something and focus on the rest on which there is agreement.

“If we continue with the concept ‘if this doesn’t work, then nothing works’, then it doesn’t bring good to anyone in BiH. I think there are still enough regulations, laws, interests, especially the economic ones, that people in BiH live by and for which they should stay in BiH, for which we should make efforts to continue the continuity that has delivered results that have not been seen before,” said Konaković.

He believes that, unlike Dodik, the EU will be “more concrete, and that a large package of support would be significant for all the inhabitants of Bosnia and Herzegovina”.

Konaković added that it is important to adopt the remaining few laws.

“If we need to prioritize, the most important thing for us is participation in the huge support package, I emphasize the part that refers to access to the EU single market. It opens up an opportunity for domestic companies, and especially for investors,” Konaković said, AA reports.
