Purchase of ITA Building worth 99 Million BAM blocked for a Year

Although a full year has passed since the BiH Indirect Taxation Authority chose Milet Radišić’s Grand Trade building as its main headquarters and Banjaluka Regional Center, it is not yet known if and when the contract will be signed, because the proceedings before the BiH Appeals Office have not been resolved even after seven months.

The proceedings before the KRŽ of BiH based on the appeal of the BiH Attorney’s Office have not moved from the deadlock since December last year. At the beginning of the year, these institutions stated that they would not advertise the case until its conclusion.

Thus, even after a year, there is no end in sight for the purchase of a building worth 99 million BAM in the center of Banja Luka from Mile Radišić, who is connected to Milorad Dodik’s family through godfather ties.

The procedure could be further complicated due to the election, but also the fact that the current director of the ITA of BiH, Zoran Tegeltija, will soon meet the requirements for retirement.

Although Tegeltiji’s mandate as director of the ITA of BiH expires in June next year, he will already fulfill the conditions for retirement in September of this year.

Procurement divided into two lots

The procurement was divided into two lots. The first one related to the purchase of an existing building for the accommodation of employees and supporting equipment for the Head Office, while the second lot sought space for the Regional Center of Banjaluka.

Radišić asked for 66.6 million BAM including VAT for the first lot, and 32 million BAM for the second.

In September of last year, the Office of the Attorney General of BiH filed an appeal against the selection of the bidder, but the ITA of BiH rejected the appeal with the explanation that this institution does not have the status of a party in the proceedings.

At the same time, the BiH Attorney’s Office submitted the first complaint to the Court of BiH, but it was dismissed as premature.

After filing a timely lawsuit, the Court of Bosnia and Herzegovina decided on December 11, 2025 that the ITA of Bosnia and Herzegovina should not have rejected the appeal and that the Office of the Attorney General can be a party to the proceedings.

The verdict annulled the contested conclusion of the BiH Indirect Taxation Administration, and the case was sent back for re-decision.

Since then, there have been no new developments in this procedure.

Grand Trade has been the only provider for years

In the last few years, ITA BiH has repeatedly tried to buy a building in which to house its employees through public invitations.

The company Grand Trade, owned by Mile Radišić, appeared regularly as the only bidder.

The last such public invitation was announced in April last year, and Radišić’s company was the only one that submitted an offer, Capital writes.
