Vice President of the Bosnia and Herzegovina (BiH) entity, Republika Srpska (RS), Ramiz Salkic, sent a letter to the Office of the High Representative (OHR), ambassadors of the member states of the Peace Implementation Council (PIC), the OSCE Mission to BiH, and the Head of the European Union (EU) Delegation to BiH in which he called on to prevent the discrimination, the final phase of genocide and the creation of an ethnically pure Serbian space in RS, BiH entity.
”I call on you to stop the implementation of systemic discrimination against Bosniaks and the final phase of genocide through the creation of an ethnically pure Serbian space in the part of BiH that is unfairly named after only one nation. Representatives of Bosnian Serbs, through ethnically cleansed entity bodies, are discriminating against Bosniaks and Croats in order to realize the war goal of an ethnically pure, exclusively Serb territory. We are witnessing severe and, from Dayton onwards, unprecedented violations of the Constitution of BiH, violations of a number of laws and international conventions, as well as the implementation of obvious, purpose, and dangerous activities to destroy the country’s constitutional and legal system. These activities are led by the member of the BiHPresidency Milorad Dodik, the Government of BiH entity of RS,and part of the entity parliament, ” told Salkic.
As he added, their actions are not legally sanctioned since the mechanisms for law enforcement have been placed under the partial control of the forces that are implementing activities in the secession of a part of BiH for a long time.
He recalled that the Human Rights Conventions define the right of every human being to liberty and equality, regardless of religion, nationality, or race.
Further, he stressed that through the denial of BiH, the identity of Bosniaks, and especially the Bosnian language, for the last 10 years, the government in this entity, encouraged by the inaction of the international community, makes a purely Orthodox educational process, while creating a feeling among young generations of Bosniaks that this is not the area for their life, and on the other hand, with children of Serbian nationality that this is their exclusive territory.
Salkic emphasized that returnees are continuously exposed to discrimination in employment, which prevents economic survival after return, contrary to the provisions of the Dayton Peace Agreement and Annex VII. Today, all entity bodies, public companies, and local communities employ about one percent of Bosniaks. If the Dayton Peace Agreement and the Constitution should be consistently implemented it should be around 29 percent.
Due to the mild or non-existing reaction of the international community, as he noted, today, instead of discussing the elimination of the consequences of genocide, we are witnessing the continued realization of strategic war goals and struggles to preserve peace and stability in BiH.
”That is why you should understand this address as an appeal to change this environment of systemic discrimination, the state ofunbearable living conditions for Bosniaks and Croats in this entity, and to all work together to eliminate the consequences of persecution, ethnic cleansing, and genocide, and not to silently watch the completion of this process, ” it was stated in the letter of the Vice president of BiH entity RS, Ramiz Salkic.
