The three-day session of the Assembly of Sarajevo Canton on the current security situation ended today with a series of conclusions and assignments that resulted from numerous presentations, discussions and questions on this topic.
The emergency session on security in the Sarajevo Canton was called due to, as it was pointed out, the disturbed security situation and serious crimes that, unfortunately, have been committed in the last few months, with fatal outcomes, intimidation and destruction of property.
With extensive written information on the state of security, and with reference to the implementation of the parliamentary conclusions adopted in June last year on the topic of security, each from his own domain, in addition to the Minister of Internal Affairs of the KS Admir Katica, the police commissioner of the Police Department of the MUP KS Fatmir Hajdarević and the chairman of the Parliamentary Commission for the safety of Elvedin Okerić, the relevant ministers of justice, primary and higher education, and social protection spoke.
The adoption of the conclusions was preceded by numerous discussions that touched on numerous aspects of the functioning of the Sarajevo police, from personnel capacities, equipment, personnel training, systematic inspections of police officers, rank, illegal weapons, traffic safety, domestic violence and femicide, abuse and sale of intoxicants. , the communication of the police with the public, to the shortcomings in the existing federal and cantonal legal solutions that regulate and treat the security segment.
Discussions were held on the work and results of the work of the Prosecutor’s Office and the courts in KS.
At the proposal of the Security Committee of the KS Assembly and parliamentary clubs and representatives, a number of conclusions were adopted with the aim of improving the work of the police and raising the level of security in Sarajevo Canton.
Namely, the Ministry of Internal Affairs of the KS and the Police Directorate of the Ministry of the Interior of the KS are tasked with carrying out enhanced preventive and repressive measures, which are reflected in the following: an increased number of police officers in the field through the engagement of patrol services and cooperation with the local community, as well as to ensure their presence near schools, traffic intersections and other safety-related facilities, increased number of mobile radars, increased work of the intervention police unit and the traffic safety unit in the field, increased work of “interceptor” vehicles, increased number of patrols in the period from 7 p.m. to 7 a.m. the most frequent intersections in the city and the continuation of the implementation of the guidelines on improving traffic safety in Sarajevo Canton and the implementation of the Action Plan for the prevention of theft of passenger motor vehicles, which includes the installation of video surveillance and the prevention of traffic injuries.
The Commission expressed its unquestionable and full support to the Ministry of Internal Affairs of the KS and the Police Directorate, and considering the complexity of the security issue, considers that it is still necessary, in accordance with the Conclusions of the Assembly of the KS from June 2023: to continue multisectoral activities in the fight against juvenile delinquency and activities determined by the Strategy and action plan for preventing and suppressing the abuse of narcotic drugs in Sarajevo Canton, as well as carrying out activities to combat traffic delinquency through the implementation of measures and activities determined in the Guidelines for improving traffic safety in KS.
Also, it is emphasized that it is necessary to implement the Plan of enhanced activities of police officers of the Police Support Sector with the aim of reducing crime and finding items originating from criminal acts, which refers to the increased presence of teams of police officers, in the evening and night hours, on the streets and other public spaces in KS, to implement the Action Plan of police officers “Street Runner” which refers to the reduction of the forms of endangerment of public traffic from the so-called “street racers”, implement the “Speed” action plan for police officers, which refers to exceeding the permitted speed of motor vehicles, intensify and, if necessary, update the existing planning activities related to the prevention and suppression of crimes and misdemeanors with elements of violence, continue the existing activities which relate to the planning and implementation of operational-tactical actions related to the criminal acts of illicit traffic in narcotic drugs, illegal possession of weapons or explosive substances and banditry, as well as to continue the procurement processes of the necessary material and technical means for more efficient work of police officers.
In accordance with the state of the composition of the police force, it is emphasized that the police forces should be maximally engaged in the implementation of proactive preventive activities through discussions with the local population and increased presence in critical places. Also, the Ministry of Internal Affairs of the KS is tasked with immediately sending an initiative to the Government of Sarajevo Canton for the recruitment of new, and according to the Rulebook on systematization, missing police officers.
It was emphasized that it is necessary to send an initiative to the Government of the Federation of Bosnia and Herzegovina and the Federal Ministry of Internal Affairs to increase the accommodation capacity in the Police Academy, so that there would not be a long wait.
It is necessary to look at the legal possibilities of establishing a secondary school of internal affairs at the level of the Federation of Bosnia and Herzegovina.
The Police Directorate of the KS MUP is obliged to initiate activities with the aim of introducing video surveillance of public spaces in the area of Sarajevo Canton, in accordance with the security assessments they have, in order to raise the level of security of citizens to a higher level.
Also, the Police Directorate of the Ministry of Internal Affairs of KS is obliged to inform the public in a timely manner about all security events, without jeopardizing the operational interest and elements that can compromise further investigative activities, so that citizens have information from the right source, and irresponsible individuals do not have the opportunity to use half-information they misinform citizens.
The Police Directorate of the KS MUP is obliged to actively monitor and undertake the necessary activities related to the monitoring of the migrant situation in the Sarajevo Canton from all security aspects.
“The Ministry of Interior of the KS and the Police Directorate of the Ministry of the Interior of the KS are tasked to, in accordance with the existing protocol on mutual cooperation and assistance, regularly maintain cooperation with all security entities relevant to security in the area of the KS. The Ministry of Justice of the KS is tasked to check the legal possibilities related to the establishment of a public register of persons punished on the basis of multiple returnees for offenses committed in the field of traffic, public order and peace, as well as a register of tenants and landlords in KS. systematic reviews of all police officers, and to carry out and select institutions for carrying out these activities in accordance with the legal provisions. and to initiate the signing of memorandums of cooperation and agreements with the FBiH, with the aim of compulsory collection of unpaid fines based on misdemeanor orders and confiscation of vehicles”, the conclusions stated.
The Police Directorate of the Ministry of Internal Affairs of the KS is tasked with intensifying activities on the establishment of a security area in cooperation with the state security body of the Ministry of Security of Bosnia and Herzegovina in accordance with the law on the protection of secret data in Bosnia and Herzegovina.
The Ministry of Internal Affairs and the Police Administration of the Canton of Sarajevo are tasked with conducting a comprehensive analysis of the current application of the Law on Internal Affairs of the Canton of Sarajevo and the Law on Police Officers of the Canton of Sarajevo, as well as the by-laws arising from the above-mentioned laws, and after the analysis, to propose amendments to the relevant of the law, as well as other observed shortcomings in the application of the mentioned regulations so far, all with the aim of better, more efficient and more functional work of the Police Administration and the Ministry of Internal Affairs of Sarajevo Canton.
On the proposals of the Ministry of Justice and Administration, the Ministry of Education, and clubs and individuals of all parties in the KS Assembly, numerous additional conclusions were adopted that deal with certain segments of security in the KS, which will be available to the public, in an integral form, on website of the KS Assembly, AA writes.
