The Government of the Federation of Bosnia and Herzegovina today, at a telephone session, at the proposal of the Federal Ministry of Finance, adopted a Decision determining the distribution of funds to local self-government units, which fall into the V category of development, according to the methodology of the Federal Institute for Development Programming, established in the FBiH Budget for 2026, from the economic code “Current transfers to other levels of government and funds – cities and municipalities”, planned in the amount of 2,000,000 KM, and based on the Decision on establishing criteria and procedures for allocation of funds to local self-government units.
Based on the criteria from this decision, the allocation of funds in the total amount of 1,992,000 KM to local self-government units, which fall into the V category of development, is determined, with individual and equal amounts of 166,000 KM each, in the name of financial assistance to the budgets.
The funds are distributed to the local self-government units of Domaljevac-Šamac, Glamoč, Ravno, Drvar, Bužim, Ključ, Foča, Čelić, Bosansko Grahovo, Teočak, Sapna and Dobretici.
Beneficiaries of the funds are required to submit a report on the use of funds to the Federal Ministry of Finance no later than December 31, 2026.
The Government of the Federation of Bosnia and Herzegovina will conclude individual contracts with the heads of local self-government units on the allocation and use of funds, which will regulate mutual rights and obligations. The decision authorizes the Federal Minister of Finance to sign contracts on the allocation and use of these funds on behalf of the Government of the Federation of Bosnia and Herzegovina.
The decision stipulates that the Government of the Federation of BiH will transfer funds to the deposit accounts of local self-government units in accordance with the Rulebook on the method of payment, allocation and distribution of public revenues in the Federation of BiH.
Also, the Government passed, at the proposal of the Federal Ministry of Labor and Social Policy, decisions on the adoption of two spending programs with allocation criteria from the position of capital transfers in the total amount of 5,000,000 KM determined by the Budget of the Federation of Bosnia and Herzegovina for 2026. Both programs are implemented within the framework of the Program “Normative and strategic management and co-financing in the areas of social protection, protection of families and children”.
The first decision adopted the program of expenditure of funds with distribution criteria from the position “Capital transfers to non-profit organizations – Co-financing of projects in the field of social protection” in the total amount of 2,000,000 KM.
The funds are planned for three programs, of which an amount of 1.2 million KM is planned to support the improvement of the spatial and technical capacities of non-profit organizations for the provision of social care and social support services, while 400,000 KM each is planned to support the construction of new accommodation facilities of the Duja Reception Center and to finance capital investments in public kitchens in the Federation of Bosnia and Herzegovina.
The second Decision refers to the adoption of the Program for spending funds from the position “Capital transfers to other levels of government and funds – Co-financing of projects for centers for social work and public institutions of social protection” in the total amount of 3,000,000 KM for five programs.
An amount of 1,740,000 KM has been allocated to support the improvement of spatial and technical conditions in social work centers, 500,000 KM has been allocated for the program of equipping a safe house/shelter in ZHK within the framework of the Memorandum of Understanding and Cooperation between the Federal Ministry of Labor and Social Policy, the City of Ljubuški and the Public Institution Social Work Center Ljubuški, while 400,000 KM has been allocated for equipping a day center for children with developmental disabilities in the municipality of Ilidža within the framework of the Memorandum of Understanding and Cooperation between the Ministry and the Municipality of Ilidža.
300,000 KM has been allocated for the construction of a day center for children with developmental disabilities in the municipality of Posušje within the framework of the Memorandum of Understanding and Cooperation between the Ministry and the Municipality of Posušje, while 60,000 KM has been allocated for supporting the resolution of the housing issue of children of a special category of civilian victims of war within the framework of the Memorandum of Understanding and Cooperation between the Ministry and the Municipality of Novo Sarajevo.
The distribution of these funds will be carried out in accordance with the general and special criteria established by these decisions. The Federal Ministry of Labor and Social Policy will publish on its website information about beneficiaries who have been allocated funds. The Federal Ministry of Finance and the Federal Ministry of Labor and Social Policy are responsible for the implementation of these decisions, each within their own jurisdiction.
The Government of the Federation of Bosnia and Herzegovina, on the proposal of the Federal Ministry of Labor and Social Policy, passed the Decision on determining the list of beneficiaries and the distribution of a part of the income generated on the basis of fees for organizing games of chance.
The decision approves the distribution of part of the income in the amount of 839,737.88 KM paid to the Budget of the Federation of BiH in 2025, realized on the basis of fees for organizing games of chance.
For the financing of programs and projects related to “Meeting the needs of persons with disabilities in terms of improving living conditions and the work of their organizations”, the amount of 594,664.21 KM is allocated, and 77,073.67 KM for “Accommodation and refuge for victims of torture and violence (safe houses)”, as well as 168,000 KM for “Operation of public kitchens”.
Funds are distributed for the financing of programs and projects contained in the approved final proposals of the list of beneficiaries, after the procedure has been carried out by public invitation.
The Federal Ministry of Labor and Social Policy will, no later than 15 days from the date of entry into force of this decision, conclude individual contracts on the allocation of funds with all beneficiaries to whom the funds have been allocated.
These contracts will contain a provision according to which the obligation of the users to submit a report on the intended use of the allocated funds to this ministry no later than December 31, 2026, or exceptionally by January 15, 2027.
Beneficiaries of the funds, individually for each item, in written and/or electronic form, are required to submit credible documentation as an attachment to the report, on the basis of which the intended expenditure is proven, announced the Government Office for Public Relations.
