The Council of Ministers of Bosnia and Herzegovina made several important decisions at today’s session.
At the proposal of the Ministry of Civil Affairs, the Council of Ministers of Bosnia and Herzegovina adopted five decisions that determine the criteria for the allocation of grant funds for the period 2024-2026 to support projects in the fields of sports, international cultural cooperation, innovation, preparation of projects for funds from the Horizon Europe Fund and for co-financing projects of non-governmental organizations related to the prevention of HIV and tuberculosis in Bosnia and Herzegovina.
These funds are provided by the Law on the budget of the institutions of BiH and the international obligations of BiH from the position “Current transfers and grants” for the year 2024, while the funds for 2025 and 2026 will be provided by the laws on the budget of the institutions of BiH and the international obligations of BiH for each year individually.
The Council of Ministers of BiH also passed the Decision on the criteria for the distribution of current grants to the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina for the period 2024 – 2026, with the aim of supporting the promotion and development of the economy in BiH.
At the proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of Bosnia and Herzegovina adopted the Decision on amending the Decision on the ban on the import and transit of certain shipments to Bosnia and Herzegovina in order to prevent the introduction of bird flu, which was prepared by the Veterinary Office of Bosnia and Herzegovina.
At the session, at the proposal of the Ministry of Justice, the Rulebook on the types and content of conditions for the reuse of documents and the Rulebook on the content and method of keeping records of exclusive rights to the reuse of documents were adopted, with corrections at the session.
In this way, the obligations from the Law on Freedom of Access to Information (FOIA) are fulfilled at the level of BiH institutions, and these procedures are harmonized with the acquis of the EU to the extent that it is possible at the current stage of the integration process of Bosnia and Herzegovina.
The Council of Ministers of Bosnia and Herzegovina, at the proposal of the Ministry of Finance and Treasury, adopted the Decision on the amount of compensation for material costs in accordance with the Law on Freedom of Access to Information (FOIA) at the level of the institutions of Bosnia and Herzegovina.
The Council of Ministers of Bosnia and Herzegovina, on the proposal of the Attorney General of Bosnia and Herzegovina, also passed a Decision on the sources of funding and the manner of fulfilling financial obligations for the purpose of conducting international investment arbitration proceedings in the legal matter of the plaintiffs Pramod Mittal, Sangeeta Mittal, Vartika Mittal, Shristi Mittal and Divyesh Mittal against the defendant Bosnia and Herzegovina during in 2024.
The session adopted the Information on the actions of the Office of the Attorney General of Bosnia and Herzegovina in implementing the conclusion of the Council of Ministers of Bosnia and Herzegovina adopted at the 38th session, held on February 9, 2024, in connection with the initiated procedure for compulsory collection of damages according to the decision of the European Court of Human Rights from 2012 in the Murtić and Ćerimović case against Bosnia and Herzegovina.
The Council of Ministers of BiH adopted the Analysis of Foreign Trade Exchange of Bosnia and Herzegovina for the period I. – III. 2024, which was prepared by the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina.
The total trade of Bosnia and Herzegovina in the first quarter of 2024 was 10.66 billion BAM, of which the value of exported goods was 3.85 billion BAM, and the value of imported goods was 6.81 billion BAM, while the foreign trade deficit was 2.96 billion BAM.
The Council of Ministers of Bosnia and Herzegovina approved the Rulebook on the conditions of procurement and the manner of using official vehicles for specialized purposes in the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, for the purpose of harmonizing with the Rulebook on the conditions of procurement and the manner of using official vehicles in the institutions of Bosnia and Herzegovina from 2023.
The Ministry of Foreign Trade and Economic Relations has two vehicles for specialized purposes, namely one donated low-class passenger vehicle worth up to 30,000 BAM and one mid-low class vehicle with a purchase value of up to 60,000 BAM.
At the session, consent was given to the Rulebook on official vehicles for specialized purposes in the Agency for Identification Documents, Records and Data Exchange of Bosnia and Herzegovina. The rulebook covers 23 official vehicles for specialized purposes that this agency has at its headquarters and regional centers.
The review of the realization of the conclusions of the Council of Ministers of Bosnia and Herzegovina for the year 2024 was discussed at the session.
The review, prepared by the General Secretariat of the Council of Ministers of Bosnia and Herzegovina, covers 22 institutions of the Council of Ministers of Bosnia and Herzegovina. In the period from January 1 to December 31, 2024, these institutions implemented 146 conclusions or 80 percent of the total of 182 conclusions adopted by the Council of Ministers of BiH, while 36 conclusions were not implemented.
The Council of Ministers of Bosnia and Herzegovina passed the Decision on the acquisition of citizenship of Bosnia and Herzegovina, for citizen of the Republic of Serbia Ifet Đakovac, football player and potential representative of the A selection of the Bosnia and Herzegovina National Football Team, with the recommendation of the Football Association of Bosnia and Herzegovina, BHRT writes.
