At today’s session in Banja Luka, the Government of the Republika Srpska adopted the Proposal of the Law on the Production of Weapons and Military Equipment, which is adopted with the aim of improving and developing that area in the RS, the Government of the RS announced.
The Bureau of Public Relations of the Government of the RS announced that the mentioned area of production has not been normatively regulated in the RS until now, and that “this law for the first time establishes a comprehensive and high-quality legal framework in this regard, and the production of weapons and military equipment is regulated as an activity of strategic interest”.
“Keeping in mind that this is a specific type of production, the law prescribes the conditions for obtaining consent for the production of weapons and military equipment, the rights and obligations of the manufacturer, safety and protection measures in the production of weapons and military equipment, supervision of companies operating in the field production of weapons and military equipment, as well as other issues of importance for this area,” the announcement states.
At today’s session, the Government of the Republika Srpska adopted the Strategy for the Development of the Culture of the Republika Srpska for the period 2023 to 2030, in which primacy is placed on strengthening awareness of the significance and importance of cultural identity, and therefore the priority is to raise the general appreciation of culture and art. as key factors in the creation, maintenance and promotion of that cultural identity.
The aforementioned strategy is a development document by which the Ministry of Education and Culture, based on a previously performed analysis of the situation, determines the strategic directions of the cultural development of the Republic of Srpska, defines the cultural policy, recognizes the key carriers of cultural development and plans ways to improve and encourage it.
At the session, the government also adopted the Information on the need to organize a forum between businessmen of the RS and Turkey, and tasked the Ministry of Economy and Entrepreneurship and the Ministry of European Integration and International Cooperation to undertake activities with the aim of organizing that forum in cooperation with the Chamber of Commerce of the RS and a partner from Istanbul. economic forum.
The ministers adopted the Information on the project “EU support for legislation on state aid in BiH IPA 2021”, the total value of which is two million euros, and will be financed from EU pre-accession funds.
“The main goal of the Project is to further improve the existing state aid control and monitoring system with the corresponding EU state aid system, i.e. the development and harmonization of regulations on state aid, as well as the harmonization of existing state aid programs with the obligations arising from the Stabilization and Association Agreement”, they stated are from the Government.
The project will be implemented through three components – further harmonization of state aid legislation with the acquis of the EU, strengthening of the institutional/administrative capacities of the Council for State Aid and enforcement authorities, and developing the awareness of key participants about state aid rules.
The direct beneficiaries of the Project are the Council for State Aid of BiH and the implementing authorities through their competent authorities – the Ministry of Foreign Trade and Economic Relations of BiH, the Ministry of Finance of the Republika Srpska, the Ministry of Finance of the FBiH and the Directorate of Finance of the Brčko District of BiH, while the indirect beneficiaries are all providers of state aid.
The Government has given approval to the Ministry of Family, Youth and Sports to the Plan for spending funds for the period from January 1 to November 30, 2023, in the total amount of 193,490 BAM for current grants to sports organizations.
Funds in position – The current grant to sports organizations is needed for the implementation of regular sports activities, participation in international sports competitions, the implementation of the “Summer Sports School of the Republika Srpska” project and preparatory activities of sports organizations from Srpska.
