There is No Quorum for the Continuation of the Session of the House of Peoples of the BiH Parliament

The session of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, which was interrupted a few months ago, was supposed to continue today, however, the Speaker of the House Kemal Ademović stated at the beginning that the conditions for the continuation of the session were not met because they did not have a quorum to work, because three delegates from the Croat People’s Club were missing.

He noted that the start of the session was scheduled for 11 am and that they had been waiting for 12 minutes.

– We do not have a quorum, we are missing three delegates from the Croat people. The Bosniak Club is fully present, two delegates from the Croat people and four delegates from the Serb people, but we do not have the three delegates needed for a quorum from the Croat people. Therefore, in accordance with the Rules of Procedure, I am giving a 30-minute break – said Ademović.

Among the remaining agenda items that the delegates were supposed to consider in the continuation of the session are proposals for the replacement of personnel from the Alliance of Independent Social Democrats (SNSD) in the Collegium of the House of Peoples and in the Council of Ministers of BiH.

These are the Proposal for a Decision on the Dismissal of the Minister of Foreign Trade and Economic Relations of BiH, Staša Košarac, and the Minister of Finance and Treasury of BiH, Srđan Amidžić, and the Proposal for a Decision on the Dismissal of the Chairman/First Deputy Chairman/Second Deputy Chairman of the House of Peoples of the Parliamentary Assembly of BiH, Nikola Špirić.

The proposers of these two agenda items are the delegates in the House of Peoples of the Parliamentary Assembly of BiH: Nenad Vuković (PDP), Želimir Nešković (SDS), Ilija Cvitanović (HDZ 1990), Zlatko Miletić (independent delegate) and Kemal Ademović (NiP).

The proposal for the dismissal of SNSD personnel in the Collegium of the House of Peoples of the state parliament and in the Council of Ministers of BiH has been put on the agenda of the sessions several times, but the delegates have not had the opportunity to express their views on it. The reason is that each time before the discussion on the aforementioned dismissals, the session was interrupted because delegates from the Club of the Serbian People, who come from the SNSD, would leave it, so there was no quorum for further work and decision-making.

In addition to the above items, delegates should also consider the Proposal of Decision on the Election of the First Chair of the Commission for Deciding on Conflicts of Interest in Institutions at the Level of Bosnia and Herzegovina during the Commission’s mandate period, as well as the Proposal of Decision on the Appointment of Members of the State Electricity Regulatory Commission from the Federation of Bosnia and Herzegovina.

One of the remaining items on the agenda is the Proposal of Conclusion by delegate Nenad Vuković on the Formation of an Investigative Commission in the “Viaduct” Case.
