The American Embassy announced today’s move by the President of Republika Srpska Milorad Dodik, who signed the Decree on the Promulgation of the Law preventing the publication of OHR decisions in the Official Gazette of the Republika Srpska entity, stating that this represents a “deliberate attack” on the Dayton Agreement, the Constitution and the State of BiH , and that the US will “hold individuals involved in anti-Dayton behavior accountable for their actions.”
“The decision of the President of Republika Srpska to sign the Decree on the Promulgation of the Law on Amendments to the Law on Promulgation of Laws and Other Regulations of the Republika Srpska, which the High Representative annulled on July 1, is unconstitutional and represents a deliberate attack on the Dayton Peace Agreement, the Constitutional Order of Bosnia and Herzegovina and the state Bosnia and Herzegovina”, the American embassy points out in a post on Twitter.
“The United States supports the sovereignty, territorial integrity and multi-ethnic character of Bosnia and Herzegovina and will continue to hold individuals involved in anti-Dayton behavior accountable for their actions,” he added.
The High Representative Christian Schmidt made a decision canceling these changes to the law and stated that they will not come into force. He also amended the provisions of the Criminal Code of Bosnia and Herzegovina, according to which non-implementation of the High Representative’s decisions provides for a prison sentence of six months to five years.
With today’s move, Dodik fulfilled what he said – that he would not respect the decision of the high representative, which he claims has no legitimacy. The international community characterized the decisions of NSRS and Dodik as anti-Dayton and anti-constitutional.
