What will follow after the Decision to dismiss BiH Defense Minister?

The request for the dismissal of Sifet Podzic is another step further in the political crisis, but also an examination of how those who do not participate in decision-making will still be able to make decisions. The removal of the Minister of Defense should be voted on by both houses of the state Parliament, for the decision to be valid. The views of some parliamentary parties on Podzic’s dismissal are already known.

The Minister of Defense of Bosnia and Herzegovina (BiH), after Tegeltija’s decision, did not react. Podzic’s decision to postpone the military exercise is also considered unilateral by his deputy, Mijo Kresic. Although all the conditions have been met, the last technical preparations have been made, a part of the Armed Forces of BiH (AFBiH) units, as he claims, went out on the field, the exercise has been postponed.

Now that the decision has been sent to the Parliament of BiH, it will be decided by both houses. According to the Rules of Procedure, after the decision of Tegeltija, the Chairman of the House of Representatives, Denis Zvizdic, is obliged to schedule a session of this House within 15 days. After that, the question arises whether the politicians from the Republika Srpska (RS) will go beyond the conclusions of the National Assembly of the RS and raise their hand to vote for the dismissal.

In that case, in addition to the decision of the SDA and DF not to support the decision to dismiss, Podzic also needs the votes of the opposition to remain in office. He will presumably havethem.

“Since Dodik and Covic have a majority in the House of Peoples, I believe that Mr. Podzic can avoid dismissal only if the opposition appears at the session and votes against his removal, which we in Our Party (Nasa stranka) will do,” stressed Damir Arnaut, representative of House of Representatives of Parliamentary Assembly of BiH (Our Party).

Whether Tegeltija’s decision will then be a reason for the institutions to return to decision-making, according to the position of the politicians from RS, is still unknown.

“The conclusions of the RS National Assembly are still in force, and I, as the representative of the RS in the Parliament of BiH, will act in accordance with the conclusions, unless we make another decision at the level of the political parties that made those conclusions,” said Nenad Nesic, representative of House of Representatives of Parliamentary Assembly of BiH (DNS).

So, instead of resolving and getting out of the current crisis, BiHis sinking deeper and deeper with this move, the interlocutors conclude.

“If Dodik and the RS society demand that serious issues be agreed upon, it is important to say that no agreement can be reached through blackmail and blockades, and to sum up, the crisis now becomes deeper and deeper, and each of these events is just a deepening of the crisis,” said Zarko Papic, Initiative for Better and Humane Inclusion.

“Given the lack of political will among domestic political actors, then the crisis is evident and it is continuous – I do not believe that these domestic authorities, which are now in force, will manage to resolve the crisis without pressure from the international community, Brussels, and the United States (U.S.) administration,” pointed out Miro Lazovic, a political analyst.

It has been three months since everything stopped in the state, numerous reforms and laws are pending, and sessions are not scheduled. For now, no one knows whether the representatives from RS will come to the sessions of the houses of parliament and then continue the blockade again or continue to do the work for which they were paid, BHRT writes.
